Black and white photograph of five men identified from left to right as: Chief John Thunder, Dr. W.L. Strunk (Commissioner of Conservation for Minnesota), Andrew Banning, S.V. Saxby (Executive Secretary of the Minnesota Arrowhead Association), and a Royal Canadian Mounted Police Officer. Photo captures an Ojibway ceremony in which Dr. W.L. Strunk and S.V. Saxby were named chiefs under the names Chief White Beaver and Chief Arrowhead respectively. The two men can be seen wearing Ojibway regalia along with two Indigenous chiefs also wearing regalia and an RCMP officer. The ceremony was conducted in Chippewa Park in Fort William, Ontario, Canada.
