Introduction I 1 In a year of crisis and self-examination, the History Depart- ment continued to teach courses open to its Honors students, its majors and students majoring in other disciplines. students enrolled in these courses were virtually the The numbers of same as in 1970-71 (640-646). Connnittee. As the experience of the standing committees of 1971-72 has shown, the relationship between departmental and university planning ( is by no means clear. Nowhere was the divergence more striking than in the variation between departmental reconnnendations and the ac- tions of the Promotion and Tenure Committees. The Department regrets these divergences in opinion but accepts judgments in those cases in which general and _recognizable standards have been established and consistently applied throughout the University. 2. Graduate Studies When the History Department presented its graduate program for appraisal in 1968, the program was approved, subject to certain conditions. Introduction We survived. 2. Graduate Studies The History Department was examined and the history program evaluated by appraisers appointed by the Ontario Council of Graduate Studies. Being appraised was an exacting and exhausting though stimulating experience. The appraisals were favorable. Copies of ~ the open sections of the appraisers' reports may be inspected in the history office. Despite this several members of the Appraisals Committee of the O.C.G.S., when the President and I met with them, showed a re- ( grettable tendency to regard recommendations and suggestions as prerequisites. The President and I were forced to speak to them with some severity. Ultimately in an exchange of letters with the President, our History M.A. Program was validated for 1970-71 with the University undertaking to increase the Library budget and make a minimum of three staff additions (a medievalist, an historian of the U.S., and another historian of Canada) in the next three years. Our present M.A. candidate, Mr. Roy Piovesana; will complete his program in the fall of 1969. For 1969-70 we have enrolled one full-time graduate student, and in addition we have one part-time graduate student in the concluding stages of an M.A. program. The employment of at least one graduate student as a Graduate l Assistant has been fundamental to the survival indicated in Item 1. �3 3. I am continuing discussions with Mr. Lovekin, the secondary history consultant, to this end . . 9. ( Other Matters a) Library i) Primary materials: Our practice has been to allocate approximately 35% of our Library budget to the acquisition of primary materials. Dr. Arthur has aarte blanahe to acquire everything available in Canadian history. Dr. Dodd supervises the selection of primary materials in other areas to a schedule dominated by the likely sequence to which our graduate study fields will. develop. Something like the following sequence is highly probable: Pre-Confederation Canada Modern U.S. Modern Britain Colonial U.S. Sixteenth and Seventeenth Century Britain. These are the areas which seem to us to offer the most support for each other and involve the most cross-fertilization. Dr. Dodd prepared and submitted to the Library and to the Academic Planning Committee a select list of journals and published documents which should constitute the minimum holdings of an �10 effective small undergraduate history library. This docmnent was undoubtedly a slight shock to the Academic Planning Committee, but of course we do not expect its overnight implementation. Copies of this list are available in the history office. ii) Secondary materials: Our procedure has heretofore been to allocate this portion of our Library fund to instructors to purchase for their own courses. The Departmental Assistant acts as Library Representative, clearing house and restraining hand on the more imperialistic of the brethren. We are aware and our appraisers -· agreed that this procedure was nearing the limits of its usefulness. The ideal, a professional librarian who has had graduate history work to be concerned exclusively with the history holdings, is of course unattainable. The next best solution, a member of the his- tory staff to devote one-third of his time to working on the Library holdings, is also, in view of our teaching commitment, unattainable. So we are driven to the _expedient of conscripting volunteers for Library Committee. fl I give notice that this will be on the agenda for our first meeting next·term. b) Off-Campus and Summer School The Department of History conducted the following courses in the sunnner of 1968: la6 lb6 2a6 3a6 European Greek and Roman Canadian Modern European. Frances). �11 In Summer School 1969 the Department is currently putting on the following courses: la6 2h6 3h6 Europe from the Fall of Rome to i648 Russian Modern Britain. We propose the following off-campus courses for the winter of 1969-70: 2h6 2a6 3f6 Russian Canadian Europe in the "Age of Reason". For the moment we are putting on Sunnner School and off~campus courses only with members of the History Department. bringing in other people from other universities. We are not This tends to reduce the number of history offerings possible, but we have found ( it necessary because of the aftereffects of uncontrolled standards in previous years' Summer .Schools and extension courses. 1 We will endeavour to bring our off-campus, residential and Summer School offerings up to their potential with the following precautions. i) The Department must know the indicated majors and poten- tial honors students who are doing their work predominantly on a part-time basis. We must have their records for examination and consultation. l 1 Part-time instructors brought in from other universities can sometimes put on unreasonably stringent courses since they are not around to hear the beefing, or they put on (thi~ is more common) unreasonably lax courses since they will not be around to be haunted in subsequent years by students with transcripts that do not match their capacities. �12 ii) The Department must carefully screen teachers for part- time courses and brief th~m in detail on departmental standards and requir~ments. c) Brochure The History Department will not put out a recruitment ·brochure. We will p~epare in time for registration a document containing detailed course prospecti and miscellaneous information useful to those contemplating or involved in a history program at Lakehead University. d) Departmental Chairmanship I give notice that the Department chairmanship must be reviewed in all its aspects early in the 1969-70 term.
