The Wright Commission
And Post-Secondary Education
In Northwestern Ontario

dents. faculty, administrative officials and Board
members of the two institutions. As it is the
Commission's wish to facilitate the greatest
possible involvement of those concerned, the
Commission has agreed to postpone its visit
for approximately one month.

On Tuesday, January 12th. the first meeting of
the Committees of Fifteen of Lakehead Universityand Confederation College was held at the University. Also in attendance for a portion of the meeting were Dr. D. T. Wright and two other members
of the Commission on Post-Secondary Education
in Ontario.

It is the anticipation of the Commission that this
joint Committee will recommend a structure
that will ensure future coordinative and cooperative planning. As the draft report noted, such
a system "needs to be fully structured under an
effective authority." In particular. it will providefor:
(1) unified physical planning and management of physical resources: common use
of facilities. such as: computers. gymnasi_
um. library, and fixed function laboratories;
(2) joint development and operation of a program to deliver educational services to the
people beyond commuting range of Thu nder Bay; and
(3) such other cooperative endeavours as
seem necessary and appropriate.

Dr. Wright explained to members of the Committee
of Thirty that the hearings which had been scheduled for Wednesday and Thursday of this week to discuss the second draft of his Commission's report
had been postponed, at the request of Confederation
College, until a later date. The reason for the postponement was to allow the Committee of Thirty
time to meet and discuss the issues. and hopefully
to reach some mutually-satisfactory conclusions.
At the meeting Dr. Wright made the following statement on behalf of his Commission:
"The Commission on Post-Secondary Education in Ontario has been conducting a study of
post-secondary education in Northwestern Ontario. It has made numerous visits to the area
to consult with interested people including faculty, students, administrative officials and the
representatives of Board of Governors of Confederation College and Lakehead University. The
Commission has prepared a draft report proposing certain functional requirements for
institutional cooperation and the more effective
delivery of educational services for Northwestern Ontario.
A delegation from the Commission had been
scheduled to visit Thunder Bay again on January
13th and 14th to hear responses to its draft report. At the request of some of the groups involved, the Commission has been asked to delay
its visit. The request reflects the recent establishment of a joint committee representing stu-

After Dr. Wright and his colleagues had departed,
the joint committee decided to establish a subcommittee to examine the alternatives, to receive

Six Weeks in France
Through arrangements made by the Department of
languages and the Extension Department of lakehead University, you could spend six weeks this
summer at the University of Caen for under $700.00.
Included in this cost are tuition fees for a credit
course given by a member of the faculty of the Lakehead University Languages Department, return fare

Inner Tube Water Polo
The S.A.S. presents a new intramural sport to
ensure that all students of Lakehead University will
have the opportunity to get a free bath at least once
a week. Inner Tube Water Polo is the name of the
game with all participants wearing inner tubes (plus
bathing suits) to give everyone, regardless of swim ming ability, equal ability to play, as well as adding
to the general pandemonium.

Water Polo will be scheduled iorr the last half hour
of swim periods booked each Monday a1i the YM/
YWCA in Port Arthur and the Fort Wimam "Y"
from 8:45 to 9:45 p.m. and on Wednesday nights at
the Port Arthur "Y" from 8:30 to 9:30. The S.A.S.
regret that they were unabfe to purchase additional
time for Inner Tube Water Polo and extend the 'free
swim period' which precedes the present schedule.

Education Workshop
A unique program will be offered in the 'Practice
Teaching Workshop' being conducted by the Faculty
of Education, January 16th in the Centennial Building at Lakehead University. Recognizing the importance of the role of the associate teacher in the overall teacher education program, this workshop is designed to discover and discuss the nature of the role
of the experienced teacher who works with the student practice teacher in the school.
Following late registration at 9:00 a.m., will be the
keynote address by Dean J. T. Angus of the Faculty of Education entitled "Changes in Teacher
Education Programs and Their Implications",
and an open discussion session. At 10:30 a.m.
Professor W. A. West will conduct a session entitled "The Associate Teacher as an Evaluator"
which will encompass an actual viewing and evaluation session. lunch will be served at 12:00 noon
in the cafeteria and the workshop will reconvene
at 1:00 p.m . in the Lower Lecture Theatre with Professor S. P. Dromisky for a session entitled "The
Associate Teacher as a Counsellor", involving
group assessment of a counselling activity. After a
coffee break a Summation Session will be held with
Professor Mary Richardson and Professor J.
Pylypiw.

Dr. Widdop To Serve
on Provincial Committee
We were pleased to learn of the invitation extended to D·r. J. H. Widdop, Chairman of the Departments of Physical Education and Athletics of Lakehead University, to serve as a member of the Ontario Department of Education Curriculum Committee in Physical and Health Education. The purpose

In accepting, Dr. Widdop stated that he was honoured to have been asked to serve on the Committee and
that he hoped to see the development of programs
that would serve both the practical purpose of a

wished to take post-secondary education in the field
of physical education.

Authoritarian Dogma Is Dead ...
Not God!
Father Gregory Baum will be speaking on the topic
"Man Alive! God is Not Dead!", on Wednesday,
January 27th at 8:00 p.m., in the Upper Lecture
Theatre. This public lecture is sponsored by the
Extension Department of Lakehead University. Dr.
Baum is well known to Canadians as a result of his
outstanding work with youth and was chosen to represent the younger generation of thinkers at the
Second Vatican Council of the Roman Catholic
Church from 1962-1965. He began the Centre for
Ecumenical Studies in Toronto which has played
a dynamic role in aiding dialogue between Christian denominations and non-Christians.
For many years he has been a radical critic of the
official position of his Church on birth control.
He is also openly critical of the authoritarianism
which used to characterize Church and other social
and political forms of organization.
Dr. Baum believes that the present unrest amongst
the younger generation is a result of modern man's
loss of the art of being human ... of being man with
all his potential. He considers the rejection of today's depersonalized society by young people and
their movement to such efforts as communal living
as signs of the need of man to rediscover what it
means to be human. His thinking in this area has
been acclaimed and criticized by both those within
and without the church.
A coffee session will follow and you are invited to
come and meet Dr. Baum personally at that time.

The Year of the Pig
Join the celebration of the Chinese New Year on
January 26th and welcome "the Year of the Pig".
The Chinese Calendar is based on the Lunar System, measured in cycles of sixty years' duration
and each 'year' is identified by one of twelve a nimals which according to the Chinese Astrologers
exercises a profound influence on the fate of the
person born in that year.
The Chinese Students' Association of Lakehead
University invite you to celebrate this occasion
with them in the Main Cafeteria of the University.
Cocktails will be served at 7:00 p.m., followed by
a candlelight Chinese and Canadian Supper. Chinese songs and instrumental music will be presented by various members of the Association. Dress
is Semi-Formal. The highlight of the evening will
be a gigantic firework display to be viewed from

the Cafeteria. Tickets are available from the A.
M.S. Office or at the door. The Chinese students

join with them in their New Year Celebrations and
wish everyone a Happy and Prosperous New Year.

Engineering Program for Region
In a report to the Committee of Presidents of Universities of Ontario, a special study group investigating Engineering Education in Ontario has recommended that a unique new program be implemented
at Lakehead University. It suggested that the present first and second year Engineering degree programs at the University be phased out, and that, beginning in 1971 or 1972, Lakehead University should
establish a final two-year full-time program leading
to an Engineering Degree. The program will be specifically designed to accommodate Engineering
technology graduates from a three-year diploma
program. The University would continue to offer its
diploma programs in Engineering Technology.
The report indicated a growing demand for engineers in Northern Ontario to meet the needs of the
Pulp and Paper Industry, the increasing number
of manufacturing plants, and the development projects scheduled for the next decade. It was suggested therefore that courses offered be related to the
needs of the region.
At the present time, degree students in Engineering take the first two years of the program at Lakehead University, but must leave the area to continue
their studies to the degree level. The suggested
program would be designed specifically to accept
the growing number of diploma technology graduates in Ontario, who have the ability and desire to
pursue further studies towards a Bachelor's
degree in Engineering.
Estimates of enrolments at Lakehead University
for this new program suggest that approximately
300 students would be enrolled by the late 1970s.
Lakehead University already has the facilities
for such a program and is the only post-secondary
institution in the Province where both degree and
diploma programs are offered.
The report is currently under study by the Committee of Presidents of Universities of Ontario
and by the Committee on University Affairs.

If your first question is What is a Herbarium',
Tish on you. Lakehead University is the proud home of
a fine Herbarium containing one of the most comprehensive boreal collections in the country. It is located in
Room CB3006, and is the repository of mounted specimens of plants of every type. These are carefully catalogued for reference and research purposes, as well as
for general interest. The success of the development of
the Herbarium results in large part from the skill, enthusiasm and drive of Claude Garton, its Curator.
Mr. Garton, who describes himself as 'a botanist as a
kid', came to Thunder Bay in 1928. He was a teacher at
the Current River School until 1936, when he was made
Principal there, and remained in this capacity, with the
exception of a five year stint in the Armed Service, until
his retirement in 1966. It is indicative of the high regard for Mr. Garton's personal ability that, at his retirement, the school was renamed Claude Garton Sc.

Bringing his own collection of specimens to the unS.:
sity, a collection which began in 1933, and includes
a unique array of boreal plant life which he put together
from trips made while he 'free -lanced' for the Federal
Department of Agriculture, Mr. Garton accepted the
challenge of establishing a Herbarium for the University, which is aptly named the 'Claude Garton Herbarium'. The collection now includes some 23,600 specimens and is expected to exceed 30,000 sheets by the end
of this year.
The collection, built from voluntary and cooperative trading with other Universities and interested·bodies includes
specimens from the Whiteshell Nuclear Research Energy
Board, the University of Sherbrooke, Waterloo Lutheran
University and the Quetico Foundation at Basswood Lake
to name just a few, and includes submissions from as far
south as Texas and California in the United States; from
Alberta, Saskatchewan, British Columbia, Quebec, as
well as from Finland, Africa and Russia.

S um include a group of 1,000 sheets of specimens from
the National Museum, collected by early Canadian Botanists. The University of Sherbrooke sent 495 sheets of the
personal collection of Father Rolland-Germain, one of
Canada's most renowned Botanists, dating back to 1917.
Many of the plants arrived in folded French Newspapers
dating back to 1915. A recent arrival was a collection of
84 specimens from Finland, some dating back as far as
1880, brought together by Brothers and Lindberg, two of
Europes leading Biologists.
The Herbarium is also the proud distributor of two of its
own discoveries. In 1967 Dr. P. Barclay came upon a
fern, which has been designated 'Ophioglossum vulgatum', while on a field trip on the Fort William Indian
Reserve on Mount McKay. Last August, an area of tundra
was discovered on the floor of Ouimet Canyon, and as
a result of the announcement of this find, doctoral work
a&gt;eing done by a group of students from the University
9roronto on the flora discovered there.
Mr. Garton offers what he describes as 'casual counselling' to Biology and Forestry students who come to him
for advice and assistance, and helps in the organization
of field trips, based on his extensive knowledge of every
nook and cranny of the Thunder Bay area, for students
doing research and project work. The resources of the
Herbarium are available to all students doing post-graduate work and loans of material are made to High
School Teachers and accreditted groups. Requests for
material have been received from all over Canada and
the United States. Monthly reports on the development
of the Herbarium are circulated in the University, and
sent to the Canadian Field Naturalist, a national journal
distributed throughout the world.
Our visit to the Herbarium was both fascinating and enjoyable and we're sure that many of you would find it
equally absorbing. If you give Mr. Garton a call at Extension 506, he'd be happy to arrange a visit for you,
and maybe, you'll find the water for tea boiling merrily
in the beaker when you arrive.

E. Irving of the Earth Physics Branch of
the Department of Energy, Mines and Resources
will be at Lakehead University Friday, January 22.
He will speak on "The origin of marine magnetic
anomalies" in Room M 1001 at 3:00 p.m. This lecture will be of considerable interest, particularly
to those who attended the talk given by Professor
Tuzo Wilson.
□Enjoy an International Dinner and Concert, Sunday, January 24th, to be presented by the International Students Organization. Advance tickets are
$2.50 per person, and $3.00 for tickets obtained
at the door. The dinner begins at 5:00 p.m. and

Stratford This Summer?
You can spend this summer in England, see each
of the plays presented at the Royal Shakespeare
Theatre, attend lectures at the Shakespeare Institute, visit points of interest in the English Midlands
and take one or two credit courses (depending upon
your ability and stamina) and do it for under $800.
The Department of English in conjunction with the
Extension Department of Lakehead University is
offering three courses to be given in StratfordUpon-Avon, England;
English 2a6 - Shakespeare
English 3u6 - Advanced Shakespeare
English 3b6 - Modern Drama
Honors credit is also possible in each course
The Instructors will include members of the personnel of the Royal Shakespeare Theatre, the University of Birmingham, the University of Bristol
and Lakehead University.
Included in the costs of $779.00 are the charter
flight from Thunder Bay to London, England on
July 1st and return on August 19th; transportation
from London by coach to Stratford-Upon-Avon and
return; excursions, theatre tickets, living accommodation in private homes and guesthouse including
breakfast and evening meal daily and tuition for one
course. Not included are your personal costs and
accommodation from August 14th to 17th which is
free time for individual trips. The deadline for applications will be FRIDAY, FEBRUARY 12th, 1971.
A non-refundable deposit of $50.00 must accompany
applications. Full payment must be received no
later than May 1st, 1971. Deposits are refundable
should the course be cancelled for any reason by the
University.
Interested students and individuals should apply to

Universities' Report
Dr. H. G. Thode, President and Vice-Chancellor of
McMaster University announced that Mr. Justice
Lawrence T. Pennell will become the new Chancellor of McMaster University next September 1st, on
the retirement of Chancellor Argue Martin. Mr.
Justice Pennell, a native of Brantford, graduated
from McMaster in 1938. He was appointed to the
High Court of-Justice of Ontario in 1968 after having retired as Solicitor-General of Canada. In last
fall's McMaster Convocation, he was presented
with an Honorary Doctor of Law degree. The University of Windsor announced the appointment of
two Assistants to the President. Mr. Roderick J.
Scott joined the staff of the University of Windsor
as Alumni Director and is also responsible for
Secondary Schools Liaison. Mr. Geoffrey MacGibbon is the Director of Public Relations and
Information Services.

�Forestry Symposium
The Lakehead University Forestry Association will present the
third Annual Symposium
February 13th and 14th.
The theme of the Symposium will be "Impact of
Chemicals in Forestry"
The purpose is to review
and discuss current knowledge on the role and
function of chemicals in
forestry and to try to reveal the challenges facing Foresters today. The
Lakehead University Forestry
Association
is
made up entirely of
students. This particu lar Symposium is being organized by Michael
Folkema,
James
Starr and Gunther Herbert. In the past, both
Professional
Foresters
and Forestry Students
have found these symposiums to be informative, rewarding and often, quite controversial, and the
Third Annual Symposium should uphold this tradition. It will be unique, bringing together speakers
from all over Canada and the United States, who
in the presentation of general papers, have indicated intentions towards specific theories. Speakers
include Dr. Stewart Swan, Pulp and Paper Research
Institute of Canada, Point Claire, Quebec; Dr. G.
A. Hesterberg, Head of the Faculty of Forestry at
Michigan Technological University in Houghton,
Michigan; Mr. R. J. Day, Faculty of Forestry at
the University of Toronto; Dr. P. Barclay of the
Department of Biology at Lakehead University; Mr.
B. W . Fleiger of Forest Protection Limited based in
Campbellton, New Brunswick, as well as Dr. J. McBain, Insect Pathology Research Institute, Canada
Department of Fisheries and Forestry, Sault Ste.
Marie . Anyone interested in attending is asked to
pick up registration forms at the Forestry Office,
Room CB4108.

Library Report
In the Report for 1968/69 the Lakehead University Library, the following statements were noted:
"At the end of the two year period the accessioned
stock was 125,000 volumes, 66% more than at the
beginning of the two years. In fact, the Library has
more than doubled in size in the past three years.
The number of volumes added during 1969/70
(27,600 volumes) was almost double the number
added in 1967 /68 (14,500). Large additions were
made to the microfilm material, which at the end of
the period produced a total of 3,600 reels, representing some fifteen to twenty thousand actual vol- •
umes plus a large number of microfiches and microcards (nearly 200 standard drawers).
The expansion of the University's undergraduate
programs and the entry in Master's work in five of
the Arts Departments and four of the Science Departments posed many problems in building up the
relevant library resources in time. Happily, in all
cases these resources were judged adequately by
the appraisers and in the case of English, Economics and History, the Library received commendations on the stock assembled.
At the beginning of 1970, at the suggestion of the
A.M.S., an amnesty on fines was declared for the
last month of the term in hope that this would result in the return of missing and overdue books. However, the response was very disappointing.
The opening hours of the Library were changed during the term as demand for access warranted and
for most of the Academic Year the Library was
open, at least for reading, for approximately 100
hours each week. The newly instituted Spring Term
courses early in the summer vacation of 1 970 necessitated longer opening hours - 64 hours per week
over a period of eight weeks, - so that only for a
period of about seven weeks were the shorter vacation opening hours applied.

Preliminary "Final Examination
Timetable"
The Preliminary Final Examination Timetable has
been posted on the Scheduling Bulletin Board in the
Agora. Students are requested to verify their exam-

�inations and report conflicts to the Office of Admissions and Records prior to the 8th of February. A
conflict sheet may be completed at the Admissions
wicket. Please note that it will be necessary for all
students to check the Final Examination Timetable
when it is posted later in the month of February on
the Scheduling Bulletin Board. Further information
will be appearing in LU WEEK.

LU. On The Air
Beginning February 1st, Lakehead University will
be taking to the air-waves via CKPR-TV. The Management of the station offered the University three
5-minute programs each week as well as assistance in production of each show. Under the overall
title of "University Spotlight" the programs have
been scheduled as follows:

Wednesday - 6: 15 p. m. Information Office
Friday-11 :40 p.m. Student Activities
These programs are designed to keep the Community aware of current events at Lakehead University.

in helping out at the registration desk or serving
coffee is asked to contact Pat Flanagan or Mrs.
Beach in the A.M.S. Offices.

□ The Hamilton Wind Quartet will appear with
the Lakehead Symphony Orchestra as a result of
an $8,000 grant made to Lakehead University by
the Canada Council. Having proved a popular attraction in two previous visits, they will return for the
third of five scheduled visits for concerts on January 30th and 31st. During their stay, they also
offer special lessons and presentations to music
students of the city.

Dean T. Ryan, Dean of the Faculty of Arts at
Lakehead University, was re-elected as ViceChairman, Board of Governors of The Confederation College of Applied Arts and Technology, at a
recent meeting of the Board.

The official opening of the College, by the Minister
of Education, The Honourable William G. Davis,
will take place on Saturday, January 30, 1971 .

Mental Health Symposium
Lakehead University Nursing Association and the
Regional School of Nursing are presenting a Symposium on Mental Health at Lakehead University, Saturday, February 13th. Beginning at 9:45 a.m ., Dr. A.
M. Akram will be speaking on the cultural contributions in North America that have been brought about
by mental illness research. Dr. Akram is a member
of the Lakehead University Psychology Department
and is connected with the special medical unit at St.
Joseph's Hospital. Dr. N. McLeod, a family physician from the Fort William Clinic, will speak on the
topic "one Family Physician's point of view"; an
outline of his experiences in family counselling.
The final speaker of the morning will be M r. M. J.
Fisher, Business Administrator at the Lakehead
Psychiatric Hospital on the topic "Aspects of the
Canadian Mental Health Act", particularly as they
apply to the community of Thunder Bay.
A lunch will be served, following which groups will
organize to discuss the following topics; "The Role
of the Family" led by Mrs. C. Vogt and Mr. A. W.
Pascoe, "Problems with Children and Youth - Prevention and Therapy" under the guidance of Mrs. L.
Lyss and Mr. R. French; "Services in the Community" led by Mrs. J. P. Romeril and Mrs. L. Charlton; and "Mental Health and You" with Mr. R. Bozynski and Dr. J. A. -Moore. At 3:30 p.m. these
groups will report their discussions to an open
meeting where further discussion will take place.
Chairman for the day will be Mrs. D. Dyposz of
the School of Nursing at Lakehead University.
Registration will be limited to 150 people for the
entire day. Registration fee is $1.50 for the public
and $1 .00 for students, and interested individuals
may pre-register by calling 345-8143. There is no
limit on the number attending the morning session
only, and everyone is welcome. For those attending
the morning session only, registration fee is 50C.
Registration will take place in the Agora and the
morning session will be in the Lower Lecture Theatre. Group discussions in the afternoon will take
place in the seminar rooms on the fourth floor of
the Centennial Building, returning to the Lower
Lecture Theatre for the closing discussion session.

Lakehead University will be giving a paper, Saturday, February 6th at a Symposium and Colloquium
of Classics students being held at York University
in Toronto. The title of Mr. McDonald 's paper is
"Women in Xenophon's Oeconomicus".

Engholm on "Lenin the Nationalist", Dr. E. Zimmermann, on the "Assessment of Lenin" and Mr.

Applications Up
With approximately ninety percent of high school
applications in, a healthy increase of prospective
students has been noted. Because of the changed
application procedure that has been worked out between Universities and Secondary Schools, almost
all of the high school applications have been received by the Admissions Office with an overall increase
of 10 to 12 percent in applications. As these are reflected to specific Departments and Schools, the
most dramatic increase is in applications for the
Forestry degree program, up by approximately 60
percent and reflecting the increasing popularity of
the program being offered at Lakehead University.
An increase of about 50 percent was noted in applications for admittance to the School of Physical and
Health Education. "The overall increase relates
closely to the anticipated freshman intake projections made by the University", Mr. W. Bohm, Admissions Director stated.

$25,000 GRANT

WRIGHT COMMISSION

Dr. R. A. Ross, Dean of the Faculty of Science,
Lakehead University announced today that he had
received a grant of $25,000 from the National Research Council of Canada. The Grant was made to
finance a feasibility study regarding the location of
an area-oriented research centre in Applied Sciences at Lakehead University. Such a research centre would be multidisciplinary with special skills
in, for example, geology, physical sciences and ecology. It would also provide university expertise to
smaller technology-based companies which cannot
develop their own research departments and encourage a continuing dialogue and study of technological developments between industry and the university. The major portion of the grant will go towards the acquisition of a senior scientist who
could carry out such a study in a period of one
year. It would be hoped that a person with the wide
experience necessary for such a study could be
released for that period of time from a position in
industry or the government. It would be his responsibility, working in cooperation with Dr. Ross and
Lakehead University to critically assess the possibilities for the coordination and development of
such a research centre in a national context,
through direct contact with industry, government
and other universities. Dr. Ross stated that to
the best of his knowledge, this was the first grant
of this nature and amount to be granted to a relatively new Canadian University of the size of Lakehead University.

Since the last visit of the Commission on Post
Secondary Education in Ontario to Thunder Bay
with reference to their 'special study' of the status
of the two post-secondary education institutions
here, a Committee of Thirty, composed of fifteen
members from both Lakehead University and Confederation College, was formed. After an initial
meeting, the Committee of Thirty set up a subcommittee of eight members who were charged
with the responsibility of soliciting briefs in relation to the revised Draft Report of the Commission.
In response to advertising and general requests,
six briefs were received from within the two institutions and four briefs were received from outside
Thunder Bay. The Committee of Eight met three
times to study these briefs and prepare its report
for the Committee of Thirty. The report will be
presented in full at a meeting of the Committee of
Thirty to be held February 15th at 7:30 p.m. at
Lakehead University. The Wright Commission is
scheduled to visit Thunder Bay on February 18th
and 19th for final deliberations with the two institutions.

AESTHETICS EXHIBIT
The Aesthetics Gallery presents "Photographic
Images", an exhibition of work by Mrs. H. D.
Keller, in the Gallery from February 15th to 28th .
The Gallery (Room UC-2020) will be open from 10
a.m. to 10 p.m. daily. The exhibit contains twentyfive works of photography and associated photographic media, including photo-silkscreen. The work
in this exhibit is all for sale. Catalogues are listed
in the Gallery.
Mrs. Keller attended the University of Cincinnati
for three and a half years, majoring in graphic design, and continued in the Kansas City Institute of
Fine Arts. Her experience includes freelance and
lab assistance at the University of Cincinatti. She
is presently working with the Media Services Department of Lakehead University. Mrs. Keller has
also had several of her works exhibited in the United States.

was born in Winnipeg
but moved to Thunder
Bay in 1955 with his family. He attended Westgate
Collegiate and Churchill High Schools. and continued directly on to studies in the Geology program
at Lakehead University. He becomes the second
student majoring in Geology to receive a Bickell
Scholarship. Mr. Patrick Fung, now a third-yea r
student was awarded his scholarship in the Fall
of 1969.

SYMPOSIUM SPEAKER
Mr. T. A. Beckett will be the guest dinner speaker
at the Third Annual Symposium sponsored by the
Lakehead University Forestry Association. Mr.
Beckett received his B.A. and L.L.B. from the University of Toronto and is practising law in Hamilton. He has been very active in municipal government and has been Chairman of the Hamilton Region Conservation Authority; President of the Social
Planning and Research Council of the Hamilton District, and Past President of the Urban-Rural Municipalities Association. Mr. Beckett is presently a
member of the Algonquin Wild Lands League, a
group that has been very active in the Quetico controversy. In 1965, he received the annual Green
Space Award of the Niagara Development Commission in recognition of his leadership in meeting regional outdoor recreation needs. Mr. Beckett will
discuss the problems of pollution and natural resources and his experience of effective methods of
dealing with them. The dinner begins at 6:30 p.m.
The Symposium has attracted many well-known
speakers from Canada and the United States who
will be speaking to the theme 'The Impact of
Chemicals in Forestry". The date of the Symposium is February 13th, and registration starts at
11 :00 a.m. in the University Centre. Anyone wishing further information is asked to contact the

than 50 high school staff and students.
The purpose of the conference is perhaps best stated by the Assistant Intramural Director: 'The Student Athletic Society is quite concerned with the
Intramural Program at Lakehead University. Its
three aspects Recreational, Service and Competitive are all coming under fire as being either inadequate or unnecessary. Although much has been done
this year to accommodate all students, still only ten.a
per cent actually participated. In our search for an,a,
answer, we not only examined our own institution
but we also questioned the role of the high schools.
Are the programs adequate? Are all students' needs
served? Does the program leave the participant
with a good or bad impression of intramurals and
athletics in general? These are some of the questions we all need to answer and only a concentrated
effort from those involved will solve our problem."

QUETICO IS SUBJECT
Tuesday, February 16th, Mr. Wayland Drew will
speak at a public lecture in the University Centre
Theatre beginning at 8 p.m. His topic is "The
Value of Wilderness to Society and to the Individual". The lecture is being sponsored jointly by
the Biology Club of the University and the Save
Quetico Association.
Mr. Drew is presently on a Canada Council grant,
completing a book about wilderness, beauty and
human insanity. The book's setting is largely
Northwestern Ontario where Mr. Drew has done
extensive study and research. He is also a director of the Algonquin Wildlands League and has
said of this experience "in the year that I have
been a director of the League, I have met many
civil servants, politicians and lumbermen, and
found them all to be so full of good intentions,
that were it not for my own eyes, I would not believe that Quetico is being destroyed". The public
as well as members of the University, are invited
to come to hear Mr. Drew speak on this interesting
and contemporary topic. Admission is free.

-TIMACY CONCERT
The next in the series of Intimacy Concerts is to
be held in the Great Hall at Lakehead University,
Thursday, February 18th. Wine and Cheese is
served from 7: 15 to 8:00 p. m. prior to each concert and during intermission. The featured artists

~ CHOOL ENROLMENT UP
. ,rolment in Ontario elementary and secondary
schools has exceeded the two million mark for the
first time.
Statistics released by the Ontario Department of
Education show that more than one in every four
Ontario residents is attending either elementary or
secondary school. Altogether there are 2,021,909
students in the kindergarten to Grade 13 population, an increase of 35, 113 over 1969.

B. Phillips. of the Department of Geography, presented a brief on the "Future Trends of
Geomorphological Training in the University" as
part of a panel discussion of a recent Report to
the Canadian Earth Sciences Foundation during
the Can. Assoc. of Geographers Meetings at Guelph
University on January 30th. On February 4th,
Dr. Phillips presented a paper entitled "Sequential
Mapping wih S.Y.M.A.P. - A Practical Application
in Resource Management" in the Cartographic
Technical Session at the Canadian Institute of Surveyors Conference in Ottawa. Financial assistance
granted by the Senate Research Committee is gratefully acknowledged.

The statistics also show that for the third consecutive year the number of schools in operation has
decreased. In 1968 there were 5,055 schools. In
1969thetotal had droppedto4,923 and in September

OTHER UNIVERSITIES
Dr. Harry E. Duckworth, currently Vice-President (Academic) of the University of Manitoba, has
been appointed President of the University of Winnipeg. He succeeds Dr. Lockhart, who is retiring
as of September 1st, 1 971.
Dr. Duckworth gained his B.A. and B.Sc. from the
University of Manitoba and Ph.D. at the University
of Chicago. He is a Fellow of the Royal Society of
Canada, the American Physical Society, a Doctor
of Science from the University of Ottawa, an Honorary Fellow of United College and a Doctor of
Science of McMaster University. His reputation as
a teacher, scholar and researcher, particularly in
the field of Physics is one of great distinction.

Wright Commission Returns
Dr. D. T. Wright and representatives of his Commission on Post-Secondary Education in Ontario
returned to Thunder Bay on Thursday and Friday
of this week for a final series of meetings with
representatives of Lakehead University and Confederation College, prior to submitting to the Government their report on the future of post-secondary education in Northwestern Ontario.
As in the past, Commission members met with
representatives of the various groups, including
faculty and students, of each institution. Unlike
past visits, however, the Commission requested
that meetings be closed sessions and be held offcampus.
In response to the draft reports of the Commission
a Committee of Thirty, combining Committees of
Fifteen from the University and the College, met
to study the issues presented in the draft reports.
Each Committee of Fifteen consisted of elected
representatives of the Boards of Governors, faculty, administration and students. This Committee
of Thirty established a subcommittee of Eight "to
examine the alternatives, to receive briefs from
interested parties, and to make recommendations
to the Committee of . Thirty concerning a structure
which will ensure future coordinative and cooperative planning".
Ten briefs were received, six from individuals or
groups within the academic community and briefs
from interested parties in Manitouwadge, Atikokan,
Kenora and Red Rock. The Subcommittee of Eight
met several times and discussed at length alternative structural methods of achieving the desired end
of "coordinative and cooperative planning", and
presented a report on its findings to the Committee
of Thirty. The Committee of Thirty agreed to present the following conclusions and recommendations to their parent institutions and to the study
panel of the Wright Commission.
1. The Committee of Thirty rejects as impracticable and counterproductive the requirement of
the Wright Commission for a "fully structured"
solution to the problem of ensuring future coordination and cooperation between the two institutions.
2. The Committee of Thirty agrees with the
Wright Commission that the optimum amount of
coordination and cooperation in providing educational and training services to the people of Northwestern Ontario will be best achieved through volu.n-

tary efforts. It is equally convinced that this should
be unstructured.
3. The Committee of Thirty recommends to their
parent institutions that joint meetings of the two
Boards of Governors be arranged periodically to
review capital requirements and plans with a view
to common utilization of facilities.
4. The Committee of Thirty recommends to
their parent institutions the establishment of a
standing committee, similar in structure to the
Subcommittee of Eight, whose responsibilities would
be to coordinate joint efforts in non-capital areas,
to receive recommendations from the joint coordinating committees described in Recommendation 5
below, to create such additional joint committees
as may be required, and _to report to the appropriate bodies of both institutions.
5. The Committee of Thirty recommends to
their parent institutions that joint coordinating committees be established where appropriate, whose
task it would be to examine areas of cooperation
and/or joint activity and to report their recommendations in this regard to the standing committee described in Recommendation 4 above.
6. The Committee of Thirty recommends that the
above measure be implemented for a period of
eighteen months, at the end of which time they
will be reviewed by the two institutions to determine if the mutually desired results can be achieved.
The Committee of Thirty also agreed that the Subcommittee of Eight should be constituted as a Commission empowered to meet with the study panel of
the Wright Commission. The Commission of Eight
met with the Wright Commission at 10:00 a.m. on
Thursday of this week.

Larry Zulianello

George Letowski continues to set a torrid pace in
the sCQring statistics for the Lakehead University
Nor'Wester Hockey Team. In 21 games Letowski
has better than a 2-points-a-game average, with 44
points on 17 goals and 27 assists. The ex-Fort William Hurricane product has been one of the main
coggs in the Nor'Wester machine that has rolled
to five straight victories in I.C.H.A. play. Following Letowski is opportunist Larry Zulianello who
has the good habit of being in the right place at
the right time. Larry has 42 points made up of 19
goals and 23 assists. Dave Vaillant and Murray
Mcleod follow with 29 and 25 points respectively.
These four along with Rick Peotto or Terry Martinson have been devastating on power play attacks
in recent games, seven of the teams last ten goals
have been of the power play variety. Letowski,
Mcleod and Zulianello have figured in 50 of the 100
goals scored by the Nor'Westers this season. These
three will be heavily counted on for the scoring
punch necessary to win against Bemidji State College this weekend here at the Port Arthur Arena.
Game time for Friday's and Saturday's encounters

Nor'Westers Close Season
The Lakehead University Nor'Wester basketball
team will finish its season this weekend in the Lea
College tournament in Alberta Lea, Minnesota. The
Nor'Westers will face the host team in the last game
on Friday at 9:00 p.m. Playing for the last time in
a Lakehead University uniform will be Robert
Jackson, Shelton Bellamy, Jerry Hemmings, Joe
Parks and Charlie Tallack. This quintet has paced
Lakehead University to their finest two year basketball record in the history of the school. Hoping
to take their first tournament championship, Lakehead University will face either Northeastern Illinois or McKendrie College in the second game.
The Nor'Westers are currently riding a six game
winning streak and should be in top form. Should
the Nor'Westers win the tournament, they would
equal last years win total of 22 victories.

Mr. H. K. Eidsvik, Chief of Planning Division, National and Historical Parks Branch of the Department of Indian Affairs and Northern Development,

Weyerhaeuser Lectures
The School of Forestry of Lakehead University
recently received an award of $1,000 from Weyerhaeuser Company to use at their discretion with regards to a subject in Forestry. As a result of this
award, they cire presenting the Weyerhaeuser Lecture Series on Forest Management, March 1st to
March 4th. All lectures will take place in the Upper
Lecture Theatre beginning at 7:30 p.m. They are
open to the public and there is no charge for admission.
March 1st, the speaker will be Mr. Craig W. Rupp,
Supervisor of the Superior National Forest", with
comments on the problems in Quetico Park. March
2nd, Mr. Gordon D. Taylor, Director of Research
and Planning for the Manitoba Department of Tourism will speak on "Problems of Managing a Recreational Park", with comments on the wilderness aspect and a reference to logging. He will also speak
about the future of recreational parks and about
Canadian park supervisory intensity.
