MID CANADA CONFERENCE NEARS
O Lakehead University wi 11 be the centre of national
attention from August 18-22 when m,re than 200 prominent Canadians · convene to discuss Canada•s future.
The occasion wi 11 be the Mid-Canada· Development
Corridor Conference .. to examine the advisabi I ity of
establishing a nation-wide policy and plan for the
development of Canada•s mid-north:•
Governor General Roland Michener, C.C. C.D. will
head an impressive list of keynote speakers which
includes the President of the National Research Council,
Dr. D. W. Schneider, the former Premier of Manitobat Duff
-Roblin, ..Mr. Canada", John Fisher. and Dr. D. M.
So I andt, chairman of the Science Counc i I of Canada.
Twenty-Eight resource speakers, including CBC president George Davidson, wi 11 lead discussion on the development concept under seven seminar headings, Resources, Industrialization, Environmental and Ecological
Factors. Urbanization, Transportation, Communication
and Financing and Trade Implications. They will be
supplemented by an additional 15 key resource people
representing the many facets of Canadian society, from
business to the Indian-Eskimo Association of Canada.
Delegates to the conference include75 representatives
from Canadian-control led businesses, 25 representatives
from sponsoring universities across Canada and 25
representatives from government agencies. The delegates
will meet again in August. 1970 for the final session
with a tour of the Corridor itself and a visit to Northern
Siberia and Sweden planned for the intermediate period.
Although attendance at the conference is by invitation

only, the public is invited to view the special display of
future-oriented designs and devices for northern living.
The display, which involves approximately 45 exhibits,
will be presented in a revolutionary building concept,
an air-supported dome structure which wi 11 be constructed
directly behind the new Centennial Building. The disPIay wi 11. be open every day of the conference from 1-9
p.m. The Centennial Building itself will be officially
opened on the first day bf the conference, Monday at
4 p.m. by Dr. Schneider.
The Chairman of the Conference and the man who
conceived the Mid-Canada Corridor idea, Richard Rohmer,
O.C. will officially open the conference itself Monday
evening.
Dr. Schneider will then give the opening
address on Tuesday morning when he discusses .. The
Role of Research in Northern Development ... He will be
followed later in the day by Gaternor General Michener
and Dr. O. M. Solandt. Chairman of the Science Coµncil
of Canada who will talk on .. Technology &amp; Northern
Development".
Dr. N. W. Judd, of the Scott Polar Research Institute
and W. Currie, President of the Indian-Eskimo Association of Canada are -scheduled to speak Wednesday.

speak on Thursday morning followed in the evening by

BUBBLEDOME, SPACESUITS AND FLOATING AIRPORTS
O A replica of the $300,000 space suit designed for the
Apollo moon walk...
Foods of the future ...
A floating airport design ...
The above displays and more than 40 other products,
concepts and research projects which have imp I ications
for future Canadian development will be on display
during the Mid-Canada Development Corridor Conference.
And they will all be housed in a bubble.
The •bubble• is a 20,000 square foot air-supported
structure which will be constructed behind the Centennial Building on Tuesday morning, Aug. l2. The dome
was developed by Astrodome Structures Limited whose
General Manager is a former Lakehead University professor. Phi I Coulter.
The displays have been provided by architects,
engineers, and companies across Canada. They are
divided into five categories: industrialization, urbanization, transportation and comm uni cation and futuristic

ideas or extrapolations.
Industrial displays include models with functioning
moving parts. a capsule pipeline to carry semi-solids.
pellets. iron, coal, crude oil,a walking dr-agline,an encased model of a quadrant shiploader and the Apollo 11
spacesuit.
A photographic display of the development of a futuristic town site. models of future house designs and an
encased table showing food people wi II eat in the future
are included in the displays under the category of
.. Urbanization ...
The C.N.R., International Hydrodynamics and the
Canadian Forces Air Transport Command have provided
exhibits in the category of .. Transportation and Communication".
Futuristic Ideas (Extrapolations) include displays by
the Canadian Air Forces, Air Transport Command and the
Ontario Department of Lands and Forests.

�PLAQUE TO BE UNVEILED

DR. SCHNEIDER TO OPEN CENTENNIAL BUILDING
O Dr. D. W. Schneider, President of the National
Research Council wi II officially open Lakehead
University's new$14,000,000 Centennial Building
on Monday, August 18.
Dr. Schneider, who will be in the Lakehead as
a keynote speaker at the Mid-Canada Development Conference, wi 11 be handed a symbolic key
to declare the bui Iding open.
The ceremony wi 11 begin at 4 p.m. in the
agora between the Centennial Bui !ding and the
University Centre Building. A tour of the new
building will be conducted for all guests who
will then be served coffee in the agora.
A special plaque unvei I ing wi 11 also take
place during the ceremony. The plaque, out1ining the history of Lakehead University from
1946 to the present, wi 11 be unvei I ed by the
present Chairman of the Board of Governors, J.
M. Fleming after a brief address by the past
chairman of the Board, Or. Mel Bartley and Prof.
s. F. Wise, representing the Archeological and
Historical Site Board bf Ontario.
Born in Wolseley, Saskatchewan, Dr. Schneider
received his M.Sc. from the University of Sask-

atchewan, and his Ph.D. in Physical Chemistry
from McGi 11.
He joined the staff of the National Research
Council of Canada as Head of the General
Physical Chemistry Section of the Division of
Chemistry in 1946. He served as Director of the
Division of Pure Chemistry from 1963 to 1966,
and Vice-President (Scientific) of the National
Research Counci I of Canada from 1965 unti I his
appointment as President on September 1, 1967.
Dr. Schneider is a Fellow of the Royal Society
of London, The Royal Society of Canada, and the
Chemical Institute of Canada. He has been
awarded the Chemical Institute of Canada Medal
and the Henry Marshall Tory Medal of the Royal
Society of Canada.
The Honorary Doctor of
Science degree has been conferred on him by the
Universities of York, Memorial, Saskatchewan,
McMaster, Moncton and Laval; the Honorary
Doctor of Laws from the University of Alberta
and Laurentian.
He has won international recognition for his
contributions to the study of intermolecular
forces and molecular properties.

EMPHASIS ON YOUTH IN MID CANADA TEAM
The responsibility of organizing every phase of the
Mid-Canada Development Corridor Conference rests on
the shoulders of 15 young people, whose average age is
approximately 23.
Carefully chosen by the conference chainnan, Richard
Rohmer, a Toronto lawyer who is also the dri,ving force
behind the Mid-Canada concept, all members of the team
are keenly concerned about Canada's future and feel that
through the conference, they may help plan an intelligent
and rational development of Canada's habitable MidNorth. To accomplish this they have worked 14 or more ·
hours every day of the week for months and, in some
cases,
for the past year.

Al I enthusiastic and wel I travel led, the members of
the team are from al I parts of Canada. Some are sti 11
students and will return to university in the fall. Some
knew each other before when they worked at Expo in the
Ontario Pavilion and a number will continue working together with Mid-Canada after the Lakehead conference.
Brian Hay,, 25, a former special project officer with •
Department of Trade and Development in Toronto, is the
Conference'·s Executive Secretary. Armed with a walkie- •
talkie in one hand and note book in the other, Bri an is
continuously in motion about the campus, checking, re•
checking and revising plans and projects with other
members of the group.

A recent article in the Toronto Telegram, commenting
on the young team, said "undoubtly, if their enthusiasm
and long working hours have anything to do with the outcome ( of the conference) it wi 11 be a resounding success.''
Dressed in olive green outfits ( dresses for the girls;
pin striped suits for the males) the team will also act as
hosts and hostesses during the five-day conference.
Their major duties will be to provide transportation and
information for the 160 delegates who represent sponsoring universities, business, industry, commerce and
government from all parts of Canada. As orie of the girls
quipped, they will do everything from "waking the delegates up in the morning to tucking them in at night."

Lloyd Rain, a recent graduate in Architecture from UBC
is the bubbledome expert and is in charge of displays for
the dome. He "raised" the 12,000 sq. ft., air supported
structure which will house 45 futuristic exhibitions contributed by many coJporations. When the conference ends.
he will probably return to promoting the unique new air
supported structures for his own company, Rain Air Structures.
Sally Bowen, a former Expo hostess was ca I led from
Brussels where she was a French-English translator to
serve as an Administrative Secretary for the group.
John Campion is the conference's Press Officer. In
September he will return to the University of Toronto's
Law School to continue his post graduate work in international relations.
Darlene Haywood is also an Administrative Secretary
with the group. A former Winnipeg resident, she joined
the young team after being contacted in San Miguel, Mexico where she was studying photography.
Wendy Wilmot, a former personal assistant to Canadian
skier Nancy Green and Expo hostess is conference social
convener.
Magda Seydeygart, a student, is graphics assistant.
Eeva Nagy, a former Ontario pavi 11 ion hostess, has
lived in France for the last year. Her official capacity
during the conference wi 11 be as a hos1ess.
Ron Veale and John Monderick are in charge of transportation and tours for delegates during the conference.
They are both law students and wi 11 return to their studies
in the fall.
Barbara Kennedy, a draftswoman, is the assistant to
Lloyd Rain and is working on the exhibits for the dome.
Tim Taylor, the youngest member of the group, is Registratar. He is going into his second year of Political
Science at the University of Toronto.

University President Dr. W. G. Tamblyn has
announced the appointment of Gordon D. McLeod as the
university's first Director of Residence. Mr. McLeod has
already assumed his duties. He will live in the Director's suite in the new Residence Vi II age.
Mr. McLeod will also join the university's English Department staff as Assistant Professor. A drama enthus_iast who has, among other credits, directed two plays in
the Playhouse Theatre in Winnipeg, he is also the coauthor of a book intended for Secondary School students
of drama entitled "A Theatre Happening".
After completing his high school education in Sault
Ste. Marie, Mr. McLeod attended Victoria College, The
University of Toronto where he obtained his B.A. degree
in 1947 as a gold medalI i st. He then joined the
staff of Ridely College in
St. Catheri nes as a Res- .
ident Master. When he

left Ridley in 1961 he was
Head of the English Department and a House111c1ster.
In 1961 Mr. McLeod
joined the English Department of Royal York
Col ler:iiate, Toronto. Two
years later he decided to investigate the field of
publishing in the secondary school field.
In 1964, he joined the
staff of St. John's Ravenscourt School in Winnipeg and later became
GORDON D. McLEOD
Head of the English Department and a Resident Master
at the school. He obtained his M.A. with a major in EngIi sh from the University of Manitoba in 1966 and is presently working towards his Ph.D.

DA young Lakehead artist recently commissioned for a
painting by Lakehead University, will hold a one-man art
exhibit from Tuesday, August 19 to Friday, August 20.
Charles Sharun will show 30 pieces of his art, including both paintinr:is and sculptures, in the Mary Black
Library (Fort William) from 6 - 10 p.m. each eveninr:i.
The program for the official opening of Lakehead _University's new Centennial Building will feature Charles'

LAKEHEAD UNIVERSITY'S BUSINESS OFFICES WILL
BE CLOSED ALL DAY MON., SEPT. 1, 1969.

Canadian Union of Students (C.U.S.),
I\Jational Congress will be held at Lakehead University
from August 27 to September 3. It is the annual meeting
for all member universities from across Canada to formulate policies for the union for the coming year. As well,
the president for 1970-71 will be elected.
C.U.S. is presently facing the problem of lack of
membership due to the referendums on various campuses
last year. It is the hope of the member universities that
the differences of the various campuses can be resolved
and that the delegates could then return to their student
bodies with r,oncrete policies which could be carried out.
The congress will be open to all interested persons
(students, academic and administrative staff, public) and
it will be an ideal opportunity for delegates to
observe at first hand the
formulation of guidelines
by which the union will
operate. Further, if anyone has an issue which
hewishes to have raised,
it may be brought before
The Congress for discussion.
Hopefully, The
Congress will help to
stimulate moreconscious
and co-ordinated programs for Lakehead University in the coming
year.

They will include the growing level of student unemployment before and after graduation and how it ties in with
the Canadian economy; the powers of department committees over top level representation such as The Senate;
and curricula comn1ittees which would look into such
things as the relevance of certain courses or the I ines
along which they are taught.
In the coming year, C.U.S. will be making an all out
effort to rebuild the union and to implement bread and
butter policies such as those previously mentioned.
The overriding factor in all motions passed by C.U.S. is
that they are of no use unless they are fol lowed up by
the council and students of the member campuses. It is
hoped that there wi 11 be student participation by students
from Lakehead University.

CAMPUS NOTES
□ The Department of Geology has received a grant of
$4 500 from the Trustees of the J. P. Bickell Foundation
to( the purchase of grinding and polishing equipment for
the preparation of polished specimens of sulphide and
oxide ores. This equipment is specifically for the 3rd
year Geology program as its use is essential to the
course in mineral deposits.
The grant represents a continuing interest by the
Trustees in the development of geological teaching and
research at the University. In May 1967, the Department
received a grant of $15,000 from the Bickel I Foundation
for the purchase of petrological microscopes.

Professor Tim Ryan, Dean of the Faculty of Arts at
Lakehead University has been elected to fu II membership
in the British Institute of Management, an independent
and non-profit making body which has as its president
His Royal Highness, the Duke of Edinburgh.
The Institute plays a leading part in management
education and was the prime mover in the establishment,
within the past three years, of the two business faculties
at the Universities of London and Manchester.

Physics Text Published
DA book on transistors by a Lakehead University pro
fessor has appeared this month. The book is one of the
selected readings in Physics published by Pergamon
Press, and the author, Dr. John Kendall, was invited to
contribute to the series by the Genera I Edi tor, Dr. D. ter
Haar of Oxford University.
The book covers the development of the transistor
since its beginning, and the appropriate solid state
physics necessary for
understanding the way
the transistor functions.
Included in the second
section of the book are
selected scientific papers which were of
prime importance in the
development
of the
transistor.
The book is intended
for final year physics
students and electronic
engineers, as well as
first year post graduate
students in other related
disciplines. It is the
third book written by Dr.
Kendall. His first book,
Basic Engineering Physics, is now in its

Katherine Kangas, Assistant to the Director
of Athletics, Women's Division, attended the Northwestern Ontario Ballet Guild's Summer.School of Dance
to study contemporary, jazz and character dance. The
faculty included Rachel Browne, founder, director, and
choreographer of the Contemporary Dancers of Winhipeg.

O Dr. W. S. Tamblyn has announced that Lakehead
University's I.B.M. Fellowship Committee has awarded
the 1969 Fellowship of$2,000 to Walter R. Crowe, Assistant Professor of Business Administration.
The award is intended to support Mr. Crowe's research
into the use of computers in hospital administration. In
specific, he is investigating both the possibi I ity and the
validity of a computerized system to permit short term
adaptive forecasting of demand for hospital supplies.
Work done so far includes discussions with computer
experts, hospital administrators and industrial inventory
control specialists in North America and in Britain, and
an intensive study of the forecasting system designed
by a I arge British engineering company.

O The Canadian Institute of Corporate Secretarie~ will
hold its 11th national conference at Banff, Alberta In' the
first week of September.
The topic ofthe so-called.,Looking Glass Conference"
is internal organization. The key-note panel will be
moderated by Prof. Tim Ryan, Dean of the Faculty of Arts,
Lakehead University, who wi 11 have as panel members,
Harry Edmison, Secretary of the Argus Corporation and
Peter Huffman, Secretary of The Winnipeg Grain Exchange.

Dr. Kendall is actively engaged in semiconductor
physics research particularly with respect to the development of the transistor, and has published a number of
scientific papers in connection with this work. He has
recently returned from sabbatical leave at Birmingham
University during which time, besides devoting himself
'to full-time research, he was consultant to the Admiralty
in London and did work in cooperation with the Royal
Radar Establishment, England.
He was born and educated in Birmingham, England and
came to the Lakehead from London in 1964. He and his
family are now Canadian citizens. At 32 he is married
with two children.'

David Morgan on Education

"...Help Students Expand Their Senses..."
□ Few people have made a more
serious or dedicated contribution to
Lakehead University than David
Morgan, the Director of Dev·elopment
who resigned at the end of August to
become an Economics Master at Confederation College.
His nine-year association with
Lakehead University began in 1960
when he lectured in first year economics at the former College of Arts,
Science and Technology. In 1962 he
became Bursar and, when the college
became Lakehead University in 19(,5.
he assumed the position of Director
of Finance. David was deeply involved with the Development Fund
Campaign in 1967 and carried the
same enthusiasm into his role as
Director of the Mid-Canada Development Corridor Foundation Conference
held here in August.
Mr. Morgan expressedhis thoughts
on universities and education in
general in this recent interview with
L.U. Week:

L.l/. Week: What is the reason behind
your leaving'Lakehead University?
Morgan: I came to Lakehead University
in September 1962 because I wanted to
be associated with an educational
institution. It has been a fascinating
and rewarding experience to _see the
university grow from 200 students to
close to 3,000 over the past seven
years.
Recently my main work at Lakehead
University has been of a promotional or
public relations nature in the broadest
sense, including such projects as the
Fund Raising Campaign of 1967, which
provided the necessary funds for the

nearing completion, and the Mid-Canada
Development
Corridor
Conference.
There doesn't appear to be any exciting
and challenging projects of this nature
on the immediate horizon.

to living, to being.
I wish our educational system oould
give more emphasis to international
studies. Most Canadian universities
are too insular in their thinking. They
seem to feel that as long as their students understand western society this
is al I that counts, and yet western
societies make up only one fifth of the
world's population. It would be extremely healthy if as many students as
possible in Canadian universities could
spend their third year studying in a
"third world" country.
It would be
healthy for Canadian universities to
exchange students with universities in
Mexico and South Atnerica for instance.
L.U. Week:
Are you worried about
student unrest and what directions do
you think it wi II take in the future?
Morgan: We need more "activists" in
our school and university systems. I

The cha I lenge of trying to be an
effective full-time teacher appeals to
me very much. I hope to make education
in general and "economics" in particular meaningful to my students.
L.U. Week: Are you happy with the
relationship between Lakehead University and the Lakehead school system?
Morgan: Frankly I find both too rigid in
their approach to education. I subscribe
to the kind of philosophy expressed in
the Hall-DennisReport which reiterates
time and time again that education is
definitely not the learning of a multitude of facts about anything. Rather,
the educator should try to arouse, encourage and stimulate the natural
interests of students to learn more
about themselves and the world in
which they are living.
I wish this
university and all universities allowed
much more freedom of choice to the
student. The trend toward non-graded
schools and recent changes in the Arts
curriculum are most hearteninp in this
respect. I wish universities, colleges
and schools would abolish grades. I
don't think an exam or a test can ever
measure whether or not a student has
had a significant educationa I experience. A test or exam can measure
today what the student "knows" or
remembers today but it can't possibly

whose apparent answer to society's ills
is revolution followed by anarchy. We
do need more students who are dissatisfied with the kind of education and
the kind of society we now have and
are wi II ing to push for significant
reforms.
L.U. Week: Are you pleased that most
future Lakehead teachers wi II rece·ive
their education at Lakehead University?
Morgan: The Faculty of Education at
Lakehead University wi 11 have a most
profound effect on education i;i this
area over the next generation. If it

thing possible to "turn on" students
instead of trying to "mold" them, it
wi 11 perform a fantastic service not
only for the students concerned but for
society in general. There is so much
that needs to be done in this country
and in other parts of the world that no
students should feel that "tuning out"
or"turning off" is a realistic approach.
I hope the new faculty wi 11 provide
much needed leadership by encouraging
all of its components (academic staff,
students, administrators) to become
really involved in the fundamental
policies of the Faculty. I would like to
see one or two members of the School
Board as part of this academic counci I.
L.U. Week: Are you happy with the
direction the University appears to be
taking?
Morgan:
I have never been able• to
find out what this university's purpose
or its philosophy concerning education
really is. The philosophy that seems
to emerge is summed up by the word
"more"; in other words, more students,
more buildings, more courses, more
academic staff, etc., etc., but what for?

Currently the university s main purpose
appears to be to train people for industry, the teaching profession, and other
professions.
I personally feel that our universities
shou Id be places where students are
encouraged to think about themselves
and the relationship of their actions on
other people in society. I feel that the
educational process should help students to expand their senses so that
they can appreciate greatness and
beauty in other cultures, in writing,
music, theatre, architecture, and nature
and that they should, after graduation
use their increased awareness and
sensitivity to help rid the world of
ugliness and degradation.
The following quotation succinctly
expresses my views on higher education
of whatever type: "The purpose of a
liberal arts education is to expand to
the limit the individual's capacity for
self education, for seeking and finding
meaning, truth and enjoyment in everything he does".

Problems and Prospects" will be given
on Friday, September 19 by Mr. Klaus
H. Pringsheim, Associate Professor of
Political Science, McMaster University.
It will begin at 8 p.m. in the Faculty of
Education Building (formerly Teachers
College).
The lecture wi 11 help interested
persons prepare for a Japan Study Tour
organized by the Extension Departments
of Ontario Universities in view of the
widespread interest in Expo '70.
Underthe direction of Mr.Pringsheim,
who has travel led widely in the East
and I ived in Japan, the tour wi 11 leave
Toronto on May 11 and arrive in Tokyo
on May 12. A brief Japanese conversation oourse is planned for April, 1970
to give tour members a basic vocabulary which will enable them to make
their way al:x&gt;ut the country.
During his lecture Mr. Pringsheim
wi 11 answer questions both about Japan
and the Study Tour.
Al I interested
persons are invited to attend the lecture.
Further information and a brochure outlining the tour are available
from the Director of Extension, Lakehead
University.
A recent McMaster University press
release describes Mr. Pringsheim as
"a big man, a hard-driving man, who
speaks and teaches Japanese". He
has just come back from a quick roundthe-world trip which included a two
week visit to Japan to set up the Japan
Study Tour. His many years of residence
in Japan during his youth and early
adult years wi 11 be valuable to the tour
and the Japanese culture, language and
society course which proceeds it.
Special lectures and seminars wi II be
conducted by Mr. Pringsheim and others
during the tour.
Born in Berlin, Germany, Mr. Pringsheim attended the School for Japanese
Language and Culture in Tokyo before
serving as a Language tutor in German,
English, Japanese and Russian from
1940 until 1952. From 1948 until 1951
he was Assistant Professor of Japanese
at the Army Language School in California.
He received his B.A. with honors in
Political Science from the University of
California. In 1959 he obtained an M.A.
in Public Law &amp; Government from
Columbia University and the following
year received a certificate of the East
Asian lnstitite from Columbia.

will attend the annual meeting of the
Institute of Electrical and Electronics
Engineers being held in Boston from
Sept. 8 - 10.
Dean Hart is an active member of
the above group and was invited by

This year the focal point of Orientation Week is Shinerama Day when
all Lakehead University Freshmen wil I
be called upon to shine the shoes of
both Port Arthur and Fort Wi 11 i am
residents.
The money raised from
this campaign wi 11 be donated to the
Cystic Fibrosis Research Foundation.
The disease, Cystic Fibrosis is a
child killer affecting respiratory aid
digestive systems. No cure is know'"!.
The aim of the Shinerama Committee is to get as many students involved in the campaign as possible, l:x:&gt;th
Frosh and Upper Years.
From the
senior students we require drivers in
particular.
Shoe-shine kits, free
transportation, free lunches and a
free dance afterwards will be provided for al I participants. We need a
minimum of 350 students to take part
in Shinerama '69 to raise our objective of $7,000.
We have received challenges from
Canadian Universities and Colleges
such as Mc~aster, Ryerson, University
of Saskatchewan, B.C.I.T., and The
University of Manitoba that we wi 11
not beat their totals. Brock University
has even threatened a law suit
against us.for even thinking of challenging them.
Let's go out and show Canada what
Lakehead is made of. Come on Thursday prepared to meet new people and
enjoy yourselves (a guy and girl per
team) for a worthwhile cause. Any

LAKEHEAD UNIVERSITY TO HOST
CRIME, PUNISHMENT CONFERENCE
A conference on "New Perspectives in Crime, Punishment and
Rehabilitation" will be held at Lakehead University's Faculty of Education
Building on September 26 and 27.
The two-day conference is sponsored by the Psychology Department of
Lakehead University, the Lakehead
Social Planning Counci I, the Ontario
Department of Correction and the
Department of the Solicitor General.
Talks will be given by three
authorities in the field of human
behaviour and law: Dr. A. Mahrer,
Professor of Psychology at Miami
University; Dr. P. Katz, a Child
Psychiatrist from Winnipeg, and
Magistrate J. Dubiensky, Police Magistrate for the city of Winnipeg.
Dr. Mahrer will give two talks
entitled "The Uses of Mental Hospitals and Prisons" and "Alternatives to
lnstitutionali zation"; Dr. Katz wi 11
speak on "Patterns in the Development of Juvenile Delinquency"; and

"Treatment of Delinquency"; Magi strate Dubiensky's talk concerns the
"Role of Police and Courts in Correction".
There will also be panel and small
group discussions involving delegates
as wel I as senior officials from both
Federal and Provincial Departmrots of
Correction.
Conference Co-ordinator is Olsen
Belle, a graduate student in Psychology at Lakehead University. He is
presently on education leave from the
Department of the Solicitor General,
and was a part-time counsellor at the
Industrial Farm during 1969,
It is expected that the conference
delegates will include many parents,
teachers, psych ol og i sts, I aw enforcement officers, social workers and
other interested citizens of the Lakehead.

Biology Conference
The sixth annual Lake Superior
Biological Conference will be held at
Lakehead University on Friday, Sept.
26 and Saturday, Sept. 27.

One of the busiest places on campus during registration?
Judging from the crowds coming
and going in that direction, it is the
Lakehead University Bookstore.
For months now the Bookstore
staff has been unpacking hundreds of
boxes of textbooks and paperbacks
pertaining to all courses taught at the
University. Tons of writing paper and
notebooks were stocked before regi stration. Bookstore manageress, Day
Laban, is hopeful that all texts will
arrive in time for the start of classes,
and that the present small store will
bear up under the strain of catering to
the needs of some 3,000 ful I-time, and
900 part-time students.
But better times are coming.
Sometime around the first of November
the Lakehead University Bookstore
will move to its new and fully modern
quarters in the newly vacated Lakehead University Cafeteria. The new
Bookstore wi 11 have 3700 square feet
of store-space as wet I as a stockroom
I arger than the entire pre sent store.
There wi 11 be thousands of paperbacks
and hardcovers related to al I courses,
and a large, general selection of good
literature. Students will be able to
browse to their hearts' content. A
great variety of stationery items wi II
be available as wel I as study-guides,
drafting instruments, artists' supp I ies
lab coats and dissecting sets. There
wi 11 be space to stock a great variety
of "bargain books". a sort of yearround book-sale of low-priced hardcover books on a great variety of
subjects. A good selection of Lakehead University crested gift-ware,
glasses, beermugs and jewelry, as
wel I as greeting cards wi 11 al so be
available.
This new Bookstore was planned
less than a year ago. It is the result
of the energy and initiative of the
Lakehead University Bookstore Committee which determines all Bookstore
policy. The committee consists of
three students, three members of
faculty, the Deans of al I three Faculties, the Comptroller and the Bookstore manager. Initiated three years
ago, the Committee forms a vital line
between all members of the University
community (faculty, students and
staff) and the bookstore itself, making the bookstore a truly co-operative
venture.
One of the Committee's actions in
early 1969 was the institution of
biannual 5% rebate on each student's
collected bookstore receipts, rather
like a dividend.
The bookstore's

prices are strictly publisher's and
manufacturer's I ist-prices (with the
exception of books ofr U.S. origin
where the U.S. exchange js added),
and the 5% rebate tlius gives the
student a chance to save 53/o on al I
Bookstore purchases.
Another Bookstore Committee resolution was that any Bookstore profits
must be used to improve the store's
facilities, thus providing better book
service for the students.
Student-members of the Bookstore
Committee function as liaison between
the student-body and its Bookstore.
They and their predecessors in earlier
years have worked hard to make the
plan of new and spacious quarters a
reality.
If the Registration rush strains the
present small store to its limits; if
you have to wait a while before you

"PLANNING" SESSION
Future plans and directions for
development of the Lakehead University's Dept. of Psychology will be the
focus of discussion on Sept. 20 and 21
at a special meeting to be held at
Memory Lodge.
The meeting will involve faculty
members of the Psychology Dept. as
well as a group of students who have
been invited to attend. Items on the
agenda for discussion include such
topics as:
staff-student relations,
psychology in the community, the
direction of departmental expansion
academic freedom, etc.
The meeting is considered to be a
most important one for the future of
the department in the opinion of
Chairman W. T. Melnyk. ..The importance of serious discussion in a
milieu free from ordinary distractions
cannot be underestimated," he said.
Dr. Melnyk added:
"The future
development of any organization
depends on this type of long range
planning for healthy growth. We feel
that it is also most important to
have students in this decision-making
process."

Colorful West Indian Festival Planned
0 Flaming limbo dances, steel band
music and authentic West Indian food
will highlight three full days of
activities planned by the Arts Society
and Caribbean Students Association of
Lakehead University.
"Cat~ci, C~te-la" (a little of
this, a little of that) will take place
at the university from Oct. 2-4 featuring films, dances, drama and music,
all from the West Indies.
The unique entertainment wi 11 include the music of a steel band direct
from Trinidad and the flaming I imbo

performed by Christopher Jordan and
his group who performed at Expo '67
and the World Festival of Arts in
London. A West Indian supper will be
prepared by a fully trained West
Indian chef.
Mathew Rancharran, the High Coinmissioner of Trinidad and Tobago will
address the students.
Discussion
groups led by West Indian students will
fol low the formal lecture.

AT WEEKEND CONFERENCE
0 The sixth annual Lake Superior
Biological Conference wi 11 be held at
Lakehead University for the first time
on Friday and Saturday, September 26
and 27.
An estimated 100 biologists from
Canadian and American universities
and government agencies in the Lake
Superior region are expected to participate in the conference. Chairman
for the two-day event wi 11 be Dr.
George Ozburn, Assistant Professor of
Biology, Lakehead University.
The public is invited to attend the
first session of the conference on
Friday ,at 8 p.m. in the University
Centre Auditorium. It will feature an
i I lustrated lecture by Dr. Michael L.
Wolf entitled "Wolf-Moose Relationships on Isle Royal". Dr. Wolf is a
biologist from Purdue University, and
has spent three years in ecobgical
research on Isle Royale.

0 During the surnme r months, discussions have been held by Dean of Arts,
Prof. Tim Ryan, with representatives
of the Labor Unions in the Lakehead
and district with the object of establishing an educational program designed to provide labor leaders and
potential leaders with a working _perspective of the community in which
organized labor plays a significant
role.
It is anticipated that the subjects
will include economics, history, government, law and sociology. Th&amp;
program will be patterned on the well
known Labor College at McGill University and a similar program presented at The University of Manitoba by
the Department of Management Studies
of which Dean Ryan was Chaitman
for six years.

of the Thunder Bay district for the
1972 International Geological Congress
in Montreal. Together with Dr. Joliffe

featured during the 1969-70 Intimacy
Concerts at Lakehead University.
All seven concerts in the "Intimacy'' series wi 11 begin at 8 p.m.
in the Great Hall of the University
Centre bui Iding. The doors wi 11 be
open at 7:30 p.m. Members of the
audience wi 11 be seated at candle! it
tables and served wine and cheese
by their hosts, members of the Lakehead "Youth for Music" group.
The public is invited to attend
each concert in the series. Tickets
are $2 for adu Its and $1 for students. All students evrolled in the
CLCe6 Credit Course (Man and His
Arts) wi I I be admitted free of charge
since the "Intimacy" concerts are
a major part of their course work.
The concerts will be introduced
by Boris Brott, Director of Music at
Lakehead University and Douglas
Dahlgren a lecturer in music at the
University.
Professors from the

"Campus" Stretches Over 30,000 Square Miles

TRAVELLING PROFESSORS OFF AGAIN
OLakehead University's "travelling professors" will begin their
weekly trips to district communities
in October as part of the University's Extension program.
The Program stretches over an
area of approximately 30,000 square
miles and includes 10 Northwestern
Ontario communities from Dryden
to Manitouwadge.
Using air, train and auto facilities, the professors· commute between their classrooms-away-frornhome about once a week in order to
provide courses for adult students.
Courses in Dryden, Sioux Lookou~,
Geraldton, Fort Frances, and Kenora
wi 11 be conducted via video tape
lectures with bull sessions about
once-a-month between the professors
and their pupi Is.

Lakehead

□ Dr. James Angus is the first Dean
of the new Faculty of Education since
the Teacher's College was amalgamated with the university this year.
Prior to receiving his Master of
Education Degree from the University
of Toronto in 1966, Dr. Angus· taught
for 13 years with the Hamilton Public
School Board, the Dept. of Northern
Affairs, North Bay Teachers' College
and SinRapore Teachers' Training
College (Columbo Plan). He lectured
at the University of Alberta from
1966-67 while working towards his
Ph.D. in Educational Administration.
He was Associate Professor of Education and Director of Graduate Studies
at the University of New Brunswick
before coming to Lakehead.

QUESTION:
Should schools be progressive agents of social change or
should they play a conservative role
mirroring the status quo? Does the
society dictate the type of school
system you have or is the opposite
true?
OR. ANGUS: This is a value question
which is difficult to answer, but is
important nonetheless because the
answer has significant implications
for both the school curriculum and
teacher education. There is no doubt
that the school can be an agent of
social change; whether it ought to be
is another matter, for this would
place a substantial amount of social
power in the hands of teachers to
determine the degree and direction of
that change. Other groups in society
would not likely tolerate this. In my
view the secondary and elementary
schools must both promote and prevent
social change. Society is constantly
changing in response to pressures
from many sources. The school must
help the young to adapt to these continuous social and cultural changes
by keeping up to date so that the
values it teaches are the same as
those practised by the rest of society.
On the other hand, the school has
been charged with the transmission of
the values of the past which . inay not
be relevant to the contemporary scene.
The transmission of these traditional
values and norms . may, therefore, act
to slow down the process of social
change. The problem the school faces
is really one of creating balance and
harmony in this seemingly ambivalent
role. This implies that teacher education must be more than a perfunctory
enterprise and that it must al so be a
continuing process.
QUESTION: What Philosophy will the
Faculty of Education adopt? Or is this
putting you on the spot at this particular stage?
DR. ANGUS: No it isn't but I am not
sure that one can articulate a philosophy of teacher education. I have a
personal point of view which I think
is shared by many of my colleagues.

Briefly stated it is this:
A teacher education program should
be predicated on the conviction that
teaching is simply a facilitating process to learning. Some kind of learning wi II take place in a classroom
regardless of what teachers do. However, experience and research have
demonstrated that desired learning
can be enhanced or impeded depending
upon the kind of experiences provided.
The objective of teacher education
should be to give teachers an understanding of what is known about the
learning process and an awareness of
the techniques, procedures and environmental conditions which are most
likely to affect learning positively. To
support this technical know-how, a
solid foundation of liberal education
must be provided. What educational
philosophy a particular school system
adopts and what skills, attitudes and
understandings pupils might be expected to learn are matters for the
community and its elected representatives to decide.
QUESTION: How do you propose to
keep the program in the Faculty relevant to the needs of the schools?
DR. ANGUS:
Ideally Professors of
Education, like Professors in other
disciplines, are expected to keep
abreast of current developments in
their specialities through conferences,
reading, research and so on. In addition, there are organizational arrangements which can be made to faci I itate
the exchange of ideas between Education Professors and teachers in the
schools. One arrangement is for professors to return occasionally to teach
in elementary or secondary schools.
Joint appointments by a school system
and the Faculty of Education is another
possibility.
Outstanding teachers
with good qualifications might be
seconded to the Faculty of Education
for a year, possibly to fill vacancies
created by Professors .on sabbatical
leave. Some or all of these arrangements will probably be tried by our
Faculty.
QUESTION: What major problems do
you anticipate in integrating the
Teacher's College with the University?
DR. ANGUS: Obviously many organizational
and structural problems
resulted from the absorbtion of the
Teachers' College by the University.
These will need to be solved before a
viable program can be established.
Most important among these is the
~ need for re-adjustment in staff relationships.
With the signing of a
document, Teachers' College Masters
were transformed into University Professors. It wi II take a I ittle time for
them to identify and accommodate to
the various expectations which define
their new roles. Some may find it
difficult to adjust to their new profes-

sional freedom and autonomy while
recognizing the responsibility which
goes with it, and to plan programs
and courses consistent with the spirit
of integrating and the objective of upgrading teacher education. I have no
doubt that the present staff w i 11 be
able to make these adjustments. As
for the students, there should be no
major problem for one simple reason .
They wi II be first year university
students.
QUESTION:
Will Arts and Science
students be allowed to take education
electives for credit toward a B.A. or

B.Sc.?
DR. ANGUS: This will be a matter for
the Faculties of Arts and Science and
the Senate to decide. In other universities, Arts and Science students are
a !lowed to take some education electives for degree credit but not usually
methodology courses because of their
close relationship to the teaching
experience.
I see no reason why a
similar situation should not be workRble at this university.
QUESTION:
What relationship will
exist between the Faculty of Education
and other Faculties in the University?
DR. ANGUS: I anticipate very close
co-operation _between the Faculty of
Education and other University Faculties. Teacher education wi II be a
joint enterprise shared by three
Faculties with Arts and Science providing the academic courses and the
Faculty of Education offering professional training, senior education electives and the administration and
supervision of the practice teaching

program. Some departments may wish
to provide some special courses which
while maintaining academic respectability, may be more relevant to the
needs of teachers than some of the
traditional courses. After the Faculty
of Education has matured it may be
able to provide in return technical
advice to other faculties, especially
in such matters as curriculum development, teaching strategies and so on.
QUESTION: How will teacher education be different in the Faculty of
Education?
DR. ANGUS: The proposed four-year
degree program at lakehead University
wi 11 a I low the academic and professional education to take place concurrently.
Moreover, the training of
secondary and elementary school
teachers will be integrated with
common courses provided.
This
should result in an esprit de corps
among education students and a sense
of professiona I identity not possible
in a one-year program. It is hoped that
a graduate program at the Masters
level can be established later so that
an opportunity can be provided in
Northwestern Ontario for research and
advanced study.

QUESTION: What kind of program will
be given in the Faculty of Education?
DR. ANGUS: Typically teacher educc1tion programs consist of four parts: academic courses, professional courses,
education
electives and practice
teaching. The proportion of the total
program devoted to each of these parts
differs from one Faculty of Education

to another. The Macleod Report recommends a 75%125% division between
academic and orofessiona I courses.
The deta i Is of our degree program
have not been finalized, but will
probably approximate the Macleod
recommendation. Certainly the Faculty
of Education is anxious to develop a
program around a solid academic core.

TALKS ON STUDY SKILLS
OFFERED TIDS WEEK
DA second Orientation session for
Lakehead University students will take
pince on Thursday and Friday, Oct. 16
and 17.
Organized by the Faculty of Arts
Orientation Committee in conjunction
with the Dept. of Psychology, the
session will consist of a series of
illustrated talks on study skills. The
complete series covers four half-hour
periods which wi 11 be repeated five
. times during the two days of the
session. The ta I ks wi 11 be conducted
by four faculty members of the Psychology Dept.
Dr. Jim Evans will talk on motivat.ion and attitude change at University,
with special emphasis on familiar
prob I ems such as attention and concentration. Mr. Ken Al I an wi 11 fol low
with a discussion, and practical
advice on reading and study skills;
Miss Marcia Dilley will analyze
scheduling and organization of time,
and the fourth and final talk of the
series will provide helpful suggestions
on I istening to lectures, note-taking,
and getting maximum value from tutorials and seminars. This last talk will
be given by Mr. Pat Wesley, Chairman
of the Orientation Committee.
A special feature will be the availability of what is considered to be a
most useful book on study skills, "On
becoming an Educated Person" by
Virginia Voeks, This book normally
sells for $2.20 but will be available at
the bookstore for $1.00 to all participants. The emphasis in the book, as
in the whole series, is on practical
advice for achieving one's full potential

at University. The series is open to
al I students of the University. The

ONew faculty members were welcomed at the first Faculty of Arts
meeting of the 1969-70 year.
(1)The Space Utilization Committee
reported:
(a) that the new Arts Building would
probably be cal led the Academic
Building
(b) it would not be a separate building but would consist of an addition to
the I ibrary. The committee had asked
President Tamblyn for a statement on
the priority of this building as wel I as
information on the projected Regional
Nursing School.
There had as yet
been no reply.
The President had
decided that the Space Uti I ization
Committee would form a part of the
President's Space Committee but would
continue to report to the Faculty of
Arts.
(2) The Registration and Counselling
Committee reported that two AMS representatives had attended their meetings on early registration and had expressed dissatisfaction with faculty
participation in counselling.
There.
was also some dissatisfaction concerning registration procedures this

year.
The Committee Chairman promissed to take their suggestions into
account at the next committee meeting.
(3) The Orientation Committee reported a second orientation planned for
Oct. 16-18 during which members of
the Psychology Dept. would be explaining study skills.
(4) Committee for Liaison report:
individual faculty members were encouraged to present details of any
problems, specifically in regard to
space, to the "Committee for Liaison"
set up in co-operation with The Faculty Association.
(5) The Dean of Arts out I ined the new
improved photocopying equipment and
delivery services and explained that
copying arrangements would improve
with the implementation of hourly
delivery service. Motion was carried
that "the Faculty of Arts deplores the
arbitrary and high-handed manner by
which those people responsible for
changing the procedure for duplication
essential teaching aids acted without
consultation with faculty members.
(6) P. Raffo indicated his intent to
resign as Arts representative on the
Faculty of Science.

EXCERPTS FROM AMS MINUTES SEPT. 24, 1969
Motions carried:
( 1) that academic standing of students
not be considered as a constraint to
students serving in an elected capacity - recognizing that academic standing is a personal affair.
(2) that applications from parties to
provide services at the university
centre wi 11 be dealt wi.th by AMS
council, on a Council term basis.
( motion arose after discussion regarding the operation of the "Book Shop"
on campus).
(3) that the application of "The Book
Shop" to provide book sales services
at the University Centre be accepted
by Counci I:
Conditions: (1) periodic basis
(2) sales report to AMS
Director of Finance
(3) report to AMS Bookstore Committee
(4) that service be satistory to AMS
(4) Projected Budget figures passed.

( 1 ) It was the genera I consent that
Counci I support the request for a Day
Care Centre and a motion was passed
to support it.
(2) The question of whether or not the
the AMS should have another Nor'
Wester, or conduct a better method of
distribution, because of the cost per
unit and the number actually purchased
was put to Counci I by AMS President
Dennis Wallace. It was decided that,
since the graduating students are
mainly the ones who purchase it, a
survey should be taken.
(3) Winter Carnival: Mr. Miyata gave
the following report on the Winter
Carnival:

(4) Mr. Wallace reported on his meeting with Mrs. Laban about the University Book Store. Mrs. Laban informed
Mr. Wallace that there was $10,000.00
worth of inventory to be moved into
the new Book Store opening around
November 1. Also, if the AMS was to
submit a list of books requested by
students, she wou Id take great pains
to have these books brought in.

(5) A Committee of Faculty and students be
set up to consider the
McPherson Report from the University
of Toronto regarding academic regulations at the undergraduate level.
(6) Moved that $100 be allocated from
Reserve for Contingencies to cover
costs of bus, etc. for the Pigeon River
demonstration on October 1.

various Ontario high schools as part
of the regular information program of
Ontario Universities.

October 20 and will visitNorthwestern
Ontario schools beg inning on Oct. 27.

Those interested in attending are requested to contact Mr. Watson (ext.
383) as soon as possible to arrange
for an introductory session using a
typewriter terminal before the seminar.
This session will involve a computer
assisted instruction program on how to
use a terminal and some elementary
APL.

for the International Geographical
Union Congress to be held in Montreal

by an Area Co-ordinator, are involved
in the tour under the overal I coordination of a committee at U.B.C.
Dr. Phillips is co-ordinator for the
