As it is the Commission's wish to facilitate the greatest possible involvement of those concerned, the Commission has agreed to postpone its visit for approximately one month. On Tuesday, January 12th. the first meeting of the Committees of Fifteen of Lakehead Universityand Confederation College was held at the University. Also in attendance for a portion of the meeting were Dr. D. T. Wright and two other members of the Commission on Post-Secondary Education in Ontario. It is the anticipation of the Commission that this joint Committee will recommend a structure that will ensure future coordinative and cooperative planning. As the draft report noted, such a system "needs to be fully structured under an effective authority." In particular. it will providefor: (1) unified physical planning and management of physical resources: common use of facilities. such as: computers. gymnasi_ um. library, and fixed function laboratories; (2) joint development and operation of a program to deliver educational services to the people beyond commuting range of Thu nder Bay; and (3) such other cooperative endeavours as seem necessary and appropriate. Dr. Wright explained to members of the Committee of Thirty that the hearings which had been scheduled for Wednesday and Thursday of this week to discuss the second draft of his Commission's report had been postponed, at the request of Confederation College, until a later date. The reason for the postponement was to allow the Committee of Thirty time to meet and discuss the issues. and hopefully to reach some mutually-satisfactory conclusions. At the meeting Dr. Wright made the following statement on behalf of his Commission: "The Commission on Post-Secondary Education in Ontario has been conducting a study of post-secondary education in Northwestern Ontario. It has made numerous visits to the area to consult with interested people including faculty, students, administrative officials and the representatives of Board of Governors of Confederation College and Lakehead University. The Commission has prepared a draft report proposing certain functional requirements for institutional cooperation and the more effective delivery of educational services for Northwestern Ontario. A delegation from the Commission had been scheduled to visit Thunder Bay again on January 13th and 14th to hear responses to its draft report. At the request of some of the groups involved, the Commission has been asked to delay its visit. The request reflects the recent establishment of a joint committee representing stu- It is also the Commission's understanding that active cooperation and advice will be sought by the joint Committee of representatives from interested groups and individuals outside Thunder Bay." After Dr. Wright and his colleagues had departed, the joint committee decided to establish a subcommittee to examine the alternatives, to receive briefs from interested parties, and to make recommendations to the Committee of Thirty concerning a structure which will ensure future coordinative and cooperative planning. This subcommittee is to be composed of representatives of the Boards, administrations, faculties, and student bodies of both institutions. It will report back to the Committee of Thirty in approximately two weeks. Inner Tube Water Polo The S.A.S. presents a new intramural sport to ensure that all students of Lakehead University will have the opportunity to get a free bath at least once a week. Inner Tube Water Polo is the name of the game with all participants wearing inner tubes (plus bathing suits) to give everyone, regardless of swim ming ability, equal ability to play, as well as adding to the general pandemonium. Education Workshop A unique program will be offered in the 'Practice Teaching Workshop' being conducted by the Faculty of Education, January 16th in the Centennial Building at Lakehead University. Recognizing the importance of the role of the associate teacher in the overall teacher education program, this workshop is designed to discover and discuss the nature of the role of the experienced teacher who works with the student practice teacher in the school. Not God! Father Gregory Baum will be speaking on the topic "Man Alive! God is Not Dead!", on Wednesday, January 27th at 8:00 p.m., in the Upper Lecture Theatre. This public lecture is sponsored by the Extension Department of Lakehead University. Dr. Baum is well known to Canadians as a result of his outstanding work with youth and was chosen to represent the younger generation of thinkers at the Second Vatican Council of the Roman Catholic Church from 1962-1965. He began the Centre for Ecumenical Studies in Toronto which has played a dynamic role in aiding dialogue between Christian denominations and non-Christians. For many years he has been a radical critic of the official position of his Church on birth control. He is also openly critical of the authoritarianism which used to characterize Church and other social and political forms of organization. Dr. Baum believes that the present unrest amongst the younger generation is a result of modern man's loss of the art of being human ... of being man with all his potential. He considers the rejection of today's depersonalized society by young people and their movement to such efforts as communal living as signs of the need of man to rediscover what it means to be human. His thinking in this area has been acclaimed and criticized by both those within and without the church. The Year of the Pig Join the celebration of the Chinese New Year on January 26th and welcome "the Year of the Pig". Engineering Program for Region In a report to the Committee of Presidents of Universities of Ontario, a special study group investigating Engineering Education in Ontario has recommended that a unique new program be implemented at Lakehead University. It suggested that the present first and second year Engineering degree programs at the University be phased out, and that, beginning in 1971 or 1972, Lakehead University should establish a final two-year full-time program leading to an Engineering Degree. The program will be specifically designed to accommodate Engineering technology graduates from a three-year diploma program. The University would continue to offer its diploma programs in Engineering Technology. The report indicated a growing demand for engineers in Northern Ontario to meet the needs of the Pulp and Paper Industry, the increasing number of manufacturing plants, and the development projects scheduled for the next decade. It was suggested therefore that courses offered be related to the needs of the region. At the present time, degree students in Engineering take the first two years of the program at Lakehead University, but must leave the area to continue their studies to the degree level. The suggested program would be designed specifically to accept the growing number of diploma technology graduates in Ontario, who have the ability and desire to pursue further studies towards a Bachelor's degree in Engineering. Estimates of enrolments at Lakehead University for this new program suggest that approximately 300 students would be enrolled by the late 1970s. Lakehead University already has the facilities for such a program and is the only post-secondary institution in the Province where both degree and diploma programs are offered. The report is currently under study by the Committee of Presidents of Universities of Ontario and by the Committee on University Affairs. CORRECTION: The gremlins got in the LU Typewronger last week. Lakehead University is the proud home of a fine Herbarium containing one of the most comprehensive boreal collections in the country. It is located in Room CB3006, and is the repository of mounted specimens of plants of every type. These are carefully catalogued for reference and research purposes, as well as for general interest. The success of the development of the Herbarium results in large part from the skill, enthusiasm and drive of Claude Garton, its Curator. Mr. Garton, who describes himself as 'a botanist as a kid', came to Thunder Bay in 1928. He was a teacher at the Current River School until 1936, when he was made Principal there, and remained in this capacity, with the exception of a five year stint in the Armed Service, until his retirement in 1966. It is indicative of the high regard for Mr. Garton's personal ability that, at his retirement, the school was renamed Claude Garton Sc. Bringing his own collection of specimens to the unS.: sity, a collection which began in 1933, and includes a unique array of boreal plant life which he put together from trips made while he 'free -lanced' for the Federal Department of Agriculture, Mr. Garton accepted the challenge of establishing a Herbarium for the University, which is aptly named the 'Claude Garton Herbarium'. The collection now includes some 23,600 specimens and is expected to exceed 30,000 sheets by the end of this year. The collection, built from voluntary and cooperative trading with other Universities and interested·bodies includes specimens from the Whiteshell Nuclear Research Energy Board, the University of Sherbrooke, Waterloo Lutheran University and the Quetico Foundation at Basswood Lake to name just a few, and includes submissions from as far south as Texas and California in the United States; from Alberta, Saskatchewan, British Columbia, Quebec, as well as from Finland, Africa and Russia. S um include a group of 1,000 sheets of specimens from the National Museum, collected by early Canadian Botanists. The University of Sherbrooke sent 495 sheets of the personal collection of Father Rolland-Germain, one of Canada's most renowned Botanists, dating back to 1917. Many of the plants arrived in folded French Newspapers dating back to 1915. A recent arrival was a collection of 84 specimens from Finland, some dating back as far as 1880, brought together by Brothers and Lindberg, two of Europes leading Biologists. The Herbarium is also the proud distributor of two of its own discoveries. In 1967 Dr. P. Barclay came upon a fern, which has been designated 'Ophioglossum vulgatum', while on a field trip on the Fort William Indian Reserve on Mount McKay. Last August, an area of tundra was discovered on the floor of Ouimet Canyon, and as a result of the announcement of this find, doctoral work a>eing done by a group of students from the University 9roronto on the flora discovered there. Mr. Garton offers what he describes as 'casual counselling' to Biology and Forestry students who come to him for advice and assistance, and helps in the organization of field trips, based on his extensive knowledge of every nook and cranny of the Thunder Bay area, for students doing research and project work. The resources of the Herbarium are available to all students doing post-graduate work and loans of material are made to High School Teachers and accreditted groups. Requests for material have been received from all over Canada and the United States. Monthly reports on the development of the Herbarium are circulated in the University, and sent to the Canadian Field Naturalist, a national journal distributed throughout the world. Our visit to the Herbarium was both fascinating and enjoyable and we're sure that many of you would find it equally absorbing.
