Hallman B.A. (McMaster), M.A. (Waterloo) who is coming to the Lakehead from Brock. In addition, Mr. Stephen Martin B.A. (Manchester), M.A. (S. Illinois) has been appointed to the faculty. He will be concerned mainly with the presentation of off-campus geography courses under the Extension program. eMr. Claude E. Garton, curator of the Claude E. Garton Herbarium at Lakehead University recently announced that the nu~ber of plant sheets constituting the collection now exceeds 21,000. The collection is composed mainly of boreal plants 'but includes many temperate ;species as well. Specimens are .exchanged regularly with otl?,er institutions in North Amenca and Europe. Recently a total of ,3 084 exchange plants were sent tt>: University of Helsinki; Plant Research Institute, Canada Department of Agriculture; Univeri sity of Michigan; National Mus1 eum Ottawa· University of Sherbroo'ke; and Academy of Sciences, Leningrad. Plants from regions around Lake Superior and Thunder Bay are constantly being added to the collection as a result of a collecting program. These are carefully curated and their . localities and dates of collect10ns are recorded. eL.U. Parker and Mr. Bryan Mason to new positions, effective July 1, 1970. Mr. Parker has assumed the newly-created position of Chief, Academic Services, in which he will be responsible for planning and coordination in the areas of admissions and records, computer center, instructional aids, Vpersonnel and general services. f\ Mr. Mason has assumed Mr. Parker's former position of Executive Assistant to the President. The busiest studio has proved to be Stoneware and Pottery, headed by Jerry Ashby and located in the basement of "B" House, Men's Residence. The Drama group, headed by Frank Serio from Toronto, is very popular with its study . of 'life theatre' and the Comedia de l' Arte created and enacted daily by the participants. The Sculpture studio, headed by Peter Lenardon, is ~rogressing through a profus10n of dust, salt, stones, and plaster to many interesting, creativeartforms. The painting and drawing studio is presenting lectures on Colour, Theory and Composition. Hours and arrangements for special topics can be arranged through the instructors, Steve Elkerton and Mike LaBelle. The Craft Studio, in the charge of Sharlene Ticknor, 1?,as finished its Macrome sess10n and begins tye dye on Monday, July 20. The Print Studio is presently working on Silk-screen techniques with several participants in_volved _with orga~izing and 1llustratmg an ammated cartoon series. Free film features' •are presented twice each we~k day in Room 1029, Mam Building, at 2 and 8 .p.m. A schedule is posted on the main bulletin board, now locat. ed in the Great Hall. · The music workshop, headed by Bill Gabourie from Peterborough is established and offers ~lementary guitar lessons, organ and piano theory, composition and arrangement theory as well as the opp?r.tunity for advanced musicians to 'jam' with each other. Arrangements c~n be ma~e t~r?ugh Bill Gaboune for md1V1dual lessons and 'group' sessions. The co-ordinators are looking forward as more and more people come in every day, both to look and to participate. Parents are invited to attend the same classes as their children. The Commission held its initial meeting on July 13, 1970 and among its first actions wasl the election of Bill Hanley (Associate Professor, School of Business Administration) to the position of Chairman. Members of CUGO also agreed that the services of a full-time secretary/researcher were required. The position would ideally suit a graduate student who is looking for a year of practical research and writing. Anyone with a knowledge of the philosophy and literature of higher education and of university governmental structures, who may be interested in such a challenge, is invited to contact the Chairman for further information. CUGO will invite organizations and individuals, both from inside and from outside the University community, to submit written briefs. Although procedures have not yet been finalized, the Commission will be holding hearings to discuss these briefs. In the course of the study members of the Commission will also examine the governmental structures of other universities and colleges. Professor Hanley expressed his optimism concerning the final outcome of the Commission's deliberations, but noted that similar experiences at other institutions show that the process of self-examination is usually long, arduous, and occasionally W. HANLEY painful. eA group disguised as the 'Non-Such Players' will stage excerpts from four Shakespearean plays in the University Centre Theatre on Aug. 4, 5 and 6. In real life, the actors are all members of the summer Shakespeare Seminar and Theatre Workl:ihop. They have built a "stage within a stage" to recreate an old Shakespearean Theatre atmosphere. Their productions will include two pieces from Richard Ill, an excerpt from Twelfth Night, the witches' scene from Macbeth and an extremely humorous portion of A Midsummer Night's Dream. No admission fee will be charged. • As its June 19 meeting, The Committee of Presidents of Universities of Ontario elected the following officers for the period July 1, 1970 to June 30, 1972. She will also continue her studies m French and Russian at the University of Poi tiers. eLakehead University's Coc,m1ss10n on University Governmental Organization (CUGO) has been formed to begin the difficult task of examining the existing governmental structure and interrelationships. The goal of the Commission is to produce a report on its findings which will also contain recommendations concerning ways and means of improving the organization in order to best serve the interests of the University as a whole. CUGO was originally established on the recommendation of Senate at its November 29, 1969 meeting, though its terms of reference and membership were not approved until May of this year. Approximately 90 young people - actors, designers, musicians and dancers - from across Ontario are included in the company which is presently making a 3,000 mile tour of the province with this production. The play was especially written for them by G. V. Galwey and it deals with the self-destruction of man through the misuse of power on the one hand, and the blinding effects of greed on the other, both stemming from man's inability to understand his basic needs or to put them into perspective. Tickets for the production are $1 for students and $2 for adults. They are available at the University Bookstore and the AMS Office. "Babel" begins at 8:30 p.m. each night. Klissurski, an eminant European scientist, will be spending one year at Lakehead Universitv to associate himself with the research studies of Dr. Ross, Dean of Science, in surface chemistry. He will arrive at the university in September. Dr. Klissurski is a senior Research Fellow in the Bulgarian Academy of Sciences, Sofia. He has published three books and more than 30 papers in heterogeneous catalysis and adsorption in recent years and he has delivered papers at international conferences in Germany, Rumania, Italy, Russia and Britain, as well as his own country. He speaks fluently in French, Russian, English and the Slavic languages. While at Lakehead, Dr. Klissurski will also visit the University of Ottawa, McMastt>r University and the National RPsearch Council to meet Canadian scientists working in his area of study. Since this is the first year that all of the residence houses are complete for the beginning of the new fall term, it is also the first time that the full number of Residence Assistents has been appointed. Applications for the positions of . Residence Assistants were circulated throughout the University last January. The 12 applicants who were accepted were chosen because of their experience in residence living, maturity and proven leadership abilities. Each Residence Assistant will be responsible for the life of approximately 48 students in Residence students are allowed helpings of food in their cafeteria. unlimited his House. He will be required to give them leadership in formulating their plans for the operation of the House; assist them in setting up activities and committees for the benefit of all students within the Residence and offer counselling and guidance, especially to first year students, in academic, social and personal problems. In addition each Assistant will have a responsibility in one specific area in the overall residence operation. More Student Involvement in Residence Operation Since the operating expenses of the Residence are completely covered by the fees from regular and summer session students, in addition to income from conferences and temporary accommodations, it is only fitting that students should be involved in the administration of these funds and the organization of residence living. An example of this involvement occured last spring when members of the Food Committee of the Residence Council participated in the food contract negotiations. The income from fees must meet all costs of mortgage payments, maintenance and housekeeping, food services and administrative costs. It is the University's policy to set these fees so that the Residence does not run at a loss - nor does it make a profit. Mr. McLeod and his assistants are hopeful that student participation in the operation of the Residence will increase through the workings of the Residence Council and its various committees. The Program stretches over an area of approximately 30,000 square miles and includes 10 Northwestern Ontario communities from Dryden to Manitouwadge. Prior to receiving his Master of Education Degree from the University of Toronto in 1966, Dr. Angus· taught for 13 years with the Hamilton Public School Board, the Dept. of Northern Affairs, North Bay Teachers' College and SinRapore Teachers' Training College (Columbo Plan). He lectured at the University of Alberta from 1966-67 while working towards his Ph.D. in Educational Administration. He was Associate Professor of Education and Director of Graduate Studies at the University of New Brunswick before coming to Lakehead. QUESTION: Should schools be progressive agents of social change or should they play a conservative role mirroring the status quo? Does the society dictate the type of school system you have or is the opposite true? OR. ANGUS: This is a value question which is difficult to answer, but is important nonetheless because the answer has significant implications for both the school curriculum and teacher education. There is no doubt that the school can be an agent of social change; whether it ought to be is another matter, for this would place a substantial amount of social power in the hands of teachers to determine the degree and direction of that change. Other groups in society would not likely tolerate this. In my view the secondary and elementary schools must both promote and prevent social change. Society is constantly changing in response to pressures from many sources. The school must help the young to adapt to these continuous social and cultural changes by keeping up to date so that the values it teaches are the same as those practised by the rest of society. On the other hand, the school has been charged with the transmission of the values of the past which . inay not be relevant to the contemporary scene. The transmission of these traditional values and norms . may, therefore, act to slow down the process of social change. The problem the school faces is really one of creating balance and harmony in this seemingly ambivalent role. This implies that teacher education must be more than a perfunctory enterprise and that it must al so be a continuing process. QUESTION: What Philosophy will the Faculty of Education adopt? Or is this putting you on the spot at this particular stage? DR. ANGUS: No it isn't but I am not sure that one can articulate a philosophy of teacher education. I have a personal point of view which I think is shared by many of my colleagues. Briefly stated it is this: A teacher education program should be predicated on the conviction that teaching is simply a facilitating process to learning. Some kind of learning wi II take place in a classroom regardless of what teachers do. However, experience and research have demonstrated that desired learning can be enhanced or impeded depending upon the kind of experiences provided. The objective of teacher education should be to give teachers an understanding of what is known about the learning process and an awareness of the techniques, procedures and environmental conditions which are most likely to affect learning positively. To support this technical know-how, a solid foundation of liberal education must be provided. What educational philosophy a particular school system adopts and what skills, attitudes and understandings pupils might be expected to learn are matters for the community and its elected representatives to decide. QUESTION: How do you propose to keep the program in the Faculty relevant to the needs of the schools? DR. ANGUS: Ideally Professors of Education, like Professors in other disciplines, are expected to keep abreast of current developments in their specialities through conferences, reading, research and so on. In addition, there are organizational arrangements which can be made to faci I itate the exchange of ideas between Education Professors and teachers in the schools. One arrangement is for professors to return occasionally to teach in elementary or secondary schools. Joint appointments by a school system and the Faculty of Education is another possibility. Outstanding teachers with good qualifications might be seconded to the Faculty of Education for a year, possibly to fill vacancies created by Professors .on sabbatical leave. Some or all of these arrangements will probably be tried by our Faculty. QUESTION: What major problems do you anticipate in integrating the Teacher's College with the University? DR. ANGUS: Obviously many organizational and structural problems resulted from the absorbtion of the Teachers' College by the University. These will need to be solved before a viable program can be established. Most important among these is the ~ need for re-adjustment in staff relationships. With the signing of a document, Teachers' College Masters were transformed into University Professors. It wi II take a I ittle time for them to identify and accommodate to the various expectations which define their new roles. Some may find it difficult to adjust to their new profes- sional freedom and autonomy while recognizing the responsibility which goes with it, and to plan programs and courses consistent with the spirit of integrating and the objective of upgrading teacher education. I have no doubt that the present staff w i 11 be able to make these adjustments. As for the students, there should be no major problem for one simple reason . They wi II be first year university students. QUESTION: Will Arts and Science students be allowed to take education electives for credit toward a B.A. or B.Sc.? DR. ANGUS: This will be a matter for the Faculties of Arts and Science and the Senate to decide. In other universities, Arts and Science students are a !lowed to take some education electives for degree credit but not usually methodology courses because of their close relationship to the teaching experience. I see no reason why a similar situation should not be workRble at this university. QUESTION: What relationship will exist between the Faculty of Education and other Faculties in the University? DR. ANGUS: I anticipate very close co-operation _between the Faculty of Education and other University Faculties. Teacher education wi II be a joint enterprise shared by three Faculties with Arts and Science providing the academic courses and the Faculty of Education offering professional training, senior education electives and the administration and supervision of the practice teaching (continued) �"There is no doubt that the school can be an agent of social change. . . . whether it ought to be is another matter". program. Some departments may wish to provide some special courses which while maintaining academic respectability, may be more relevant to the needs of teachers than some of the traditional courses. After the Faculty of Education has matured it may be able to provide in return technical advice to other faculties, especially in such matters as curriculum development, teaching strategies and so on. QUESTION: How will teacher education be different in the Faculty of Education? DR. ANGUS: The proposed four-year degree program at lakehead University wi 11 a I low the academic and professional education to take place concurrently. Moreover, the training of secondary and elementary school teachers will be integrated with common courses provided. This should result in an esprit de corps among education students and a sense of professiona I identity not possible in a one-year program. It is hoped that a graduate program at the Masters level can be established later so that an opportunity can be provided in Northwestern Ontario for research and advanced study. ATHLETIC NOTE O The Athletic Building is available to academic and administrative members of lakehead University between 9 and 11 p.m. on Mondays. You may organize your own sports - al I equipment and facilities will be available at that time. QUESTION: What kind of program will be given in the Faculty of Education? DR. ANGUS: Typically teacher educc1tion programs consist of four parts: academic courses, professional courses, education electives and practice teaching. The proportion of the total program devoted to each of these parts differs from one Faculty of Education to another. The Macleod Report recommends a 75%125% division between academic and orofessiona I courses. The deta i Is of our degree program have not been finalized, but will probably approximate the Macleod recommendation. (1)The Space Utilization Committee reported: (a) that the new Arts Building would probably be cal led the Academic Building (b) it would not be a separate building but would consist of an addition to the I ibrary. The committee had asked President Tamblyn for a statement on the priority of this building as wel I as information on the projected Regional Nursing School. There had as yet been no reply. The President had decided that the Space Uti I ization Committee would form a part of the President's Space Committee but would continue to report to the Faculty of Arts. (2) The Registration and Counselling Committee reported that two AMS representatives had attended their meetings on early registration and had expressed dissatisfaction with faculty participation in counselling. There. was also some dissatisfaction concerning registration procedures this year. The Committee Chairman promissed to take their suggestions into account at the next committee meeting. (3) The Orientation Committee reported a second orientation planned for Oct. 16-18 during which members of the Psychology Dept. would be explaining study skills. (4) Committee for Liaison report: individual faculty members were encouraged to present details of any problems, specifically in regard to space, to the "Committee for Liaison" set up in co-operation with The Faculty Association. (5) The Dean of Arts out I ined the new improved photocopying equipment and delivery services and explained that copying arrangements would improve with the implementation of hourly delivery service. TRI-SEMESTER SYSTEM PRAISED BY REGISTRAR □ Second year student in the Regional School of Nursing, Diane Nylund has no problem making her male patients say "aaah". Diane was recently crowned "Miss Thunder Bay" and will soon compete in the Miss Canada pageant in Toronto. O A report on the tri-semester system was one of the highlights of the annual meeting of the Ontario Registrar's Association Conference held for the first time at Lakehead University on October 15 and 16. Guelph Registrar, Herbert Pettipiere, explained what the system was and how it worked to the 90 or more delegates. Guelph and Simon Fraser are the only Canadian Universities presently using the system. Mr. Pettipiere said the system has been most peneficial at Guelph but it was not without ;:irobl ems. He stressed the point that the benefits to the student were the most important consideration. Not only could the students enter the university at three times during the year, January, Apri I or September but it was al so possible, although not recommended, to finish a three-year program in two years by continuing through six straight semesters. He admitted that it meant a great deal more work for the administration and required one third more faculty members because the university was operating year round. However, he felt the benefits far outweighed the problems. He outlined the busy period between t~e start of exams for one semester and the start of registration for the next. Exams are held in a one week period and faculty members are expected to have the results in the Monday following the Saturday close of exams. He said this was a vital consideration and to back it up, delinquent faculty members" names are circulated to the president and deans. One week after examinations have finished registration begins for the next semester. Mr. Pettipiere admitted the inflexibility in this short change over a period and said that Guelph is presently seeking senate aPProval for a two-week period. There are no supplemental examinations but a student may repeat the subject in the next semester. The conference itself was most successful in terms of size, content and organization, a credit to the organization, a credit to the Registrar's office which acted as host. The Symposium wi 11 bring together language teachers at the elementary, secondary and university level, school principals and representatives of the Lakehead Board of Education, the Lakehead Di strict Roman Catholic Separate School Board and the Ontario Department of Education. Two members of the university's "Quartet-in-residence", cellist Avron Coleman and violist Robert Behrendt, retired from the group I ast summer and to date, only Mr. Coleman's chair has been filled. The new member is an outstandina cellist, Albin Berky. Albin Berky acquired his musical education at the Conservatory and at the Master School of Music in Prague, in the class of the noted musician Professor Zelenka. He has worked as concertmaster in the Prague Radio Orchestra and in recent years with the Radio Berlin. Right from the beginning of his artistic activity. Albin Berky has dedicated himself to solo and chamber orchestra playing. He has made numerous European tours, playing as soloist with famous orchestras such as the Leningrad and Moscow Phi Iharmony. the Swiss Chamber Orchestra and other Philharmonic Orchestras. Following service in the British Navy during the second world war, he was employed as a Sales Manager with the Schori Metal izing Process Co. Ltd. of London, England. In 1957 he immigrated to Canada and was employed as Sales Manager for the Alloycraft Ltd. in Montreal and the Johnson Wire Weaving Co., Ltd. in both Montreal and Fort William. Organized by the Arts Society, the "Soul Span" wi II feature the music of a Toronto group called "The Lucifers" (formerly known as the "Stone Soul Children"). Regarded as one of the best soul groups in Canada, the musicians are headed by Shawne Jackson and Bobby Washington. DIRECTOR RESIGNS TO JOIN MID-CANADA O The Director of Information Services at Lakehead University, Charles McOuat has resigned to accept a senior appoihtment to the permanent staff of the Mid Canada Development Corridor Foundation in Toronto. Mr. McOuat will take up his new duties on November 15. He wi 11 be responsible for the collection of research information and the establishment of a public information program including press Ii ai son for the Foundation's northern study tours across Canada and the study tours next summer to Russia and Sweden. The tour wi 11 preceed the second Mid-Canada Conference scheduled for lnuvik next August. The first cooference was held at Lakehead University in August. Mr. McOuat was named Director of Information at Lakehead University in early 1966. While at Lakehead he al so completed the requirements for the Bachelor of Arts degree as a partti me student, majoring in political science with a special interest in politica! development in emerging nations. His Lakehead studies were supplemented by a semester at Simon Fraser University for po I itical and sociological studies relating to Africa. A replacement will be named in the near future. �University President's Concerned Over Operating Grants Squeeze OAt a joint meeting with the Committee on University Affairs held on October 7, the Committee of Presidents made a preliminary presentation on the universities' estimates of their operating grant requirements in 197071. CPUO summarized comments by the uni vers iti es on the impact of the 5.5% increase in 1969-70 in the value of the basic income unit under the operating grants formula. These comments indicated that the universities of Ontario find themselves in a marked financial squeeze for 1969-70. Necessary increases in academic salaries of the order of 10% meant either a diversion of funds from other important areas of expense to salaries or a deterioration in staff/ student ratios. The financial imp I ications of various levels of increase in the income unit at three possible levels of enrolment were explored. The CPUO analysis showed that at the 'most likely level of enrolment with no change in the value of the unit, a 15% increase in total operating grants would be required. Assuming that the general cost index and salaries would continue to rise at about the same rate as they had in the past year, the minimum increase in the value of the basic income unit for 1970-71 required to enable the universities to operate at the same standard as at present would be 8.5%. Another joint meeting with the Committee on University Affairs will be held in December. By that time more concrete data on 1969-70 enrolments and costs wi II be available, and this wil I enable the estimates of universities' operating requirements in 1970-71 to be refined and more extensively documented. The Ontario Student Awards Program and the Ontario Graduate Fellowship Program have been in existance for several years. These programs have been successful however concepts of strident support are changing and the Ontario Committee on Student Awards has decided to undertake a comprehensive review of all student grant, loan and tel lowship programs in the province. The Ontario Council of Graduate Studies which advises CPUO on graduate awards, is undertaking a ful I study of the Ontario Graduate Fellowship program to determine whether changes should be made in its objectives, operation scale and relation to other programs. The Ontario Student awards program will also be reviewed by the CPUO Subcommittee on Student Aid. They range from musket balls, axes and gun flints to buttons, musical instruments and dishes. Because of the number of specimen and the variety of materials, cleaning and conservation of the specimens was a major undertaking.
