While working as residence programmer during 1998-99, he established a student wellness committee in conjunction with Health Services. He also coordinated "The Late Show" -- a week of student orientation activities based on a theme inspired by the popular TV talk show hosted by David Letterman . It is a nice respite after the Strategic Plan development of the past academic year and before we start to implement the Plan which was approved in June by both Senate and the Board of Governors. The re-election of the Tories strongly suggests that there will be increased emphasis on accountability in the postsecondary education sector, and the creation of the new Ministry of Training, Universities and Colleges tends to confirm that possibility. I doubt that there will be much to report prior to September as the new Minister, Dianne Cunningham, and Deputy Minister, Bob Christie, get fully acquainted with what has been going on in postsecondary education. We will continue to make the case for corridor adjustment and the need for capital funding to ease our space difficulties, especially by demonstrating how important the Advanced Technology Centre project is to the University. CTRC is having considerable difficulty finding the space to expand the computer teaching labs. With pressure for additional classrooms, research laboratories and graduate student offices among other needs, we have a strong case to make for new capital construction. Deferred maintenance issues continue to be our other capital requirement, and the failure of the major cooling coil this summer exemplifies how perilous the situation is as our mechanical, electrical. communications and other systems are extended well beyond their life expectancy. Lakehead University-- June, 1999 2 It appears that our 1999-2000 target intake of new students will be achieved despite the increase in academic standards that have taken effect. It appears that some other Ontario universities have decreased their standards to sustain or increase enrolment, a pattern all too familiar at Lakehead as recent as last year. As we continue to raise standards to a minimum of 70 per cent in the next couple of years, we expect Lakehead to become an even more attractive choice for Ontario high school students. Lakehead continues to receive more recognition for its researchers as the latest Canada Foundation for Innovation (CFI) competition resulted in four awards. Construction on the Paleo-DNA lab is well under way, and we are pursuing funding for Forensic-DNA capacity. The 0MB Hearing has allowed the Thunder Bay Regional Hospital to start work on the new acute-care h?spital and the transfer of 60 acres of university land for this development has occurred. There is an opportunity for a Health Sciences Research and Technology complex that would be a combined initiative of the Hospital, Confederation College and Lakehead. Plans are being developed for submission to the Ministry. Let me wish everyone a relaxing and productive summer. I look forward to an exciting and very busy academic year for us all in 1999-2000. �-.;;1••-•4---------------- Tom Warden Appointed Athletic Director Tom Warden, a prominent sports figure in Thunder Bay, has been appointed athletic director at Lakehead University. He has over eight years of sports administration, business management, marketing and coaching experience at the professional level, as well as a strong background in personnel management, facility operations and sports promotion. having an overall professional regular season coaching record of 126 wins, 69 losses and 27 ties and overall playoff record of 21 wins in the past three years. In Warden's first year as head coach and assistant general manager of the Thunder Bay Senators in 1995-96, he led the club to the UHL finals and was selected 2nd in Coach of the Year balloting. Bob Main has been appointed coach of the Lakehead University women's basketball team for the 19992000 season. Warden received a Bachelor of Arts degree from the University of Toronto in 1990, a Master's in Athletic Administration from Ohio University in 1991, and a Bachelor of Education from Lakehead University in 1993. Main has been the assistant coach of the team since 1991. He holds a Master's of Science degree in Kinesiology (Coaching) from Lakehead. He is a Level 3 NCCP coach, and has a great deal of experience coaching basketball at the high school level. While attending the University of Toronto, Warden was team captain of the Varsity Blues Hockey Team and in 1984 was drafted in the NHL Entry Draft by the New York Islanders. He has played professional hockey throughout North America and Europe. Tom Warden, Lakehead's new athletic director, is fitted out in Lakehead gear by Dr. Fred Gilbert. ''I'm pleased to have Tom on board to start a new era in Lakehead athletics. His vision and management experience should produce some exciting changes and opportunities for our student athletes," says Lakehead University President Dr. Fred Gilbert. As the head coach and director of business and hockey operations of the Thunder Bay Thunder Cats Hockey Club, Warden's career highlights have included Bob Main Appointed Interim Women's Basketball Coach Warden replaces Stu Julius who was athletics co-ordinator in addition to being coach of the women's varsity basketball team. When Julius announced he would be leaving Lakehead in August, to take on a coaching position at Wilfrid Laurier, the position of athletic director was created on a full-time basis. One of Warden's first tasks will be to find a new coach for the women's basketball team. In the meantime, Bob Main has been appointed coach for the 1999-2000 season. Hrkacjoins 1999 World University Games team Lakehead University's Angela Hrkac has been chosen to join the 1999 World University Games team, and will compete at the FISU Games in July in Palma de Maflorca, Spain. Following the FISU games, the team will compete for Canada at the Jones Cup in Taiwan from July 24 to August 2, 1999. Angela Hrkac was the leader in the country in scoring and rebounding last season. She was also the winner of the Tracy McLeod Award (CIAU), and named 1999 Player of the Year (Ontario) and Al/Canadian Athlete. Hrkac will return to Lakehead in the fall to complete her final year in business administration. �-----------------;w■,■■;-1----------------- An Experience of a Lifetime Earlier this year. 12 Lakehead students travelled to the Antarctic Peninsula to study tourism managment strategies and their effectiveness in maintaining wilderness areas By Tiina Ahokas By the end of three or four years, any Geography student at Lakehead has become quite comfortable with the map library and has gotten a feel for the hard plastic chairs in room RC2003. This past November, however, the cartography of the map library was replaced with the navigational charts of the MS Explorer and the chairs in the classroom were replaced with islands in the Antarctic Peninsula, when the Department of Geography sent 12 students, under the direction of Dr. Margaret Johnston, to the Antarctic Peninsula. The group was well versed in the language of the Antarctic before embarking on the voyage. Before the ship set sail, background reports and essays were prepared. And students researched topics to be presented as lectures to the 70 other passengers on board the Explorer. Once in the Antarctic, the students travelled as tourists. Over 1O days, they made daily landings to islands and to the continent. They photographed penguins and watched whales and seals. But, they also kept a keen eye on the other tourists and recorded these behavioural observations in daily journals. In December 1999 she will take another group of Lakehead students on a field trip to the Antarctic Peninsula as part of a fourth year Geography course. continued on page 5 Lakehead University-- June, 1999 4 �-.siirii•■•z----------------Experience continued from page 4 In the Antarctic, tourism regulations help to maintain the natural wilderness. These regulations are carried out through guidelines of the International Association of Antarctic Tour Operators (IAATO) and under a broader umbrella, through the auspices of the Antarctic Treaty. And at a personal level, tourists are expected to act according to their own national legislation. Tourists respect wildlife by maintaining the safe distances that are outlined in the guidelines. Fragile vegetation is not to be trampled and fossils are not to be removed from the continent. In this way, through_ the same codes of behaviour and conduct that are used by many national parks, Antarctic tourism is managed. These regulations are just some of the policies that are an integral part of the tourism management strategy in the Antarctic. They are also the focus of study for Margaret Johnston. Dr. Johnston studies the regulation of both Arctic and Antarctic tourism by looking at the strategies that companies, governments and interest groups have in place to try to appropriately manage tourism in these pristine environments. She hopes to further this course of study at Arctowski Station on the Antarctic Peninsula. This Polish station is the site of the first tourist information kiosk in the Antarctic. Here, Dr. Johnston and Dr. Bernard Stonehouse, of the Scott Polar Research Institute, plan to carry out research on management planning and tourist behaviour during the coming tourist season. With the numbers of tourists visiting Antarctica increasing to 10,000 per year, these management strategies and their effectiveness in maintaining wilderness areas are fundamental to the preservation of this fragile ecosystem. For the group of 12 students from Lakehead, the Antarctic classroom was the learning experience of a lifetime; it was truly an experience in geography. Among the many memories they now hold are the beauty of the natural landscape, the sounds of nesting penguins and the clanging of ice against the portholes of the ship. For these Antarctic tourists, however, a more important benefit is their increased understanding and respect for the world's last untouched wilderness. Campus Notes Congratulations to the newly-elected LUSU executive who began their one-year term on May 1, 1999: LUSU President: Brent Evans has completed the Honours Bachelor of Kinesiology program and a BEd.; LUSU Vice-President Student Issues: Greg Seiveright has completed an Honours Bachelor of Outdoor Recreation program and a BA. LUSU Vice-President Finance: Vanessa Kleinhaar is in fourth year of an Honours Bachelor of Outdoor Recreation program. Negotiations are under way with Gifu University of Education and Languages to expand their summer programs at Lakehead. Director of International Activities Dan Pakulak says that the Japanese institution wants to create a two-year program that will encompass language training related to business practise and communications. Dr. Ult Runesson, a professor in the Faculty of Forestry and the Forest Environment, is the recipient of an award from ESRI Canada Limited, the leading G/S software company in the world serving over 3,000 organizations in Canada with ESRI G/S software products. The award plaque was presented by Alex Miller, president of ESRI Canada Limited, at a recent Ontario users group meeting held in Thunder Bay. The award was for outstanding innovation in the field of Geographic Information Systems and was given as recognition for over a decade's worth of excellence in academic teaching, technology transfer to industry and government as well as international GIS-related activities. Congratulations to Dr. K.C. Yang and Lynn Sevean. They are recipients of the Lakehead University Forestry Class of 1999 Educator's Award, an award which recognizes excellence in teaching through the period 1995 to 1999. As well, Yang was made an honorary member of the Diploma in Integrated Forest Resources Management class. ... Lakehead University was well represented at the American College of Sports Medicine Meeting held at St. Cloud University in St. Cloud, Minnesota last March. Faculty from the School of Kinesiology included Dr. Bob Thayer, Dr. Norm LaVoie, and Dr. Ian Newhouse. Graduate student presenters were Steve Mcilwaine and Neil Purves and other graduate students in attendance were Christy Cunningham, Matt Light, Maryse Larocque and Marc Poirier. ••• Dr. S.A. Mirza, a professor of Civil Engineering, has coauthored the 482-page American Concrete Institute (AC/) Design Handbook. This fully-refereed volume published recently was prepared in accordance with the new AC/ Building Code (318-95) and is the result of five years of work by the AC/ Committee on Design Aids, of which Dr. Mirza is a full voting member and the chair of one of its subcommittees. The AC/ Design Handbook is the most widely used reference in the world for design of reinforced concrete structures. It is used by both practising engineers and engineering students and is a required textbook for reinforced concrete design courses at scores of universities internationally. Lakehead University- June, 1999 5 �----------------••·-►-i-1------------------ A Report on the Annual Graduate Students in Education Conference held on March 6, 1999 The following article by Jane Fraser was submitted to the Agora in March. Following an introduction by Dr. Fentey Scott, the acting dean of education, students in the Master's of Education program were informed and entertained by a keynote address delivered by Dr. Connie Nelson, the dean of graduate studies and research. Nelson spoke on Graduate Research at Lakehead University: Retrospect and Prospects noting that graduate studies has moved steadily from an "add on" to a significant component of our University's program offerings. Focusing on graduate studies in education. Nelson stressed the importance of faculty and students building a strong, healthy research culture, and noted that other degree programs benefit from this development. With the aid of selected cartoons, she explored a number of issues graduate students face in establishing themselves as part of this milieu. Program highlights included Research Using the Internet, demonstrated by Arlene Glavish, library assistant, Education Library, and Writing Proposals for Research Funding, presented by Lynn Gollat, graduate studies assistant. Both informative workshops were well received by the participants. Graduate students experienced modelling of thesis and project journeys in two panels with graduates who returned to share their research . Michelle Symanyk-Mace reported on her thesis entitled Adoption of a co-operative learning teaching strategy in a Bachelor of Nursing course. On the same panel, Richard Turcotte, described his proj ect journey in the Development and implementation of a student code of behaviour for a secondary school. The question and answer part of the panel allowed the presenters and participants to discuss the transition of moving from being knowledge consumers to becoming knowledge generators. Lakehead University - June, 1999 6 Evelyn Gillson and Virginia Stead share recollections of graduate research. In the afternoon panel, Virginia Stead represented her thesis journey with School Council implementation: Women principals' experiences with a policy of improving school leadership. The project journey described by Evelyn Gillson, focused on The effectiveness of the team problem solving and decision making approach. Each of the panellists noted the need to concentrate on the precision of research report writing, and the value of following through on the expert advice provided by faculty on their supervisory committees. When asked about the experience of sharing their research journeys, all panellists agreed that it was a worthwhile endeavour. They encouraged the graduate students that although the research journey is demanding and time intensive, there is a great sense of accomplishment when one graduates. The conference was organized for the graduate students in education by Kristin Main representing the 1998 - 99 MEd Class and Jane Fraser, representing the 1999 - 2000 MEd Class. Additionally, the laser light may be effective as a treatment modality. Coupled with an existing treatment, known as photodynamic therapy, deeper seated tissues may be more accurately targeted and treated using the laser. A new Millennia "pump" laser (multi-photon laser excitation imaging system) has been purchased by the Northern Cancer Research Foundation (NCRF) to support the investigation. The new venture will strengthen the existing close relationship between the University and the Regional Cancer Centre. "This level of collaboration between the two Physics departments is really a first," says Dr. Werden Keeler. "As a result of this initial project, we can now move forward with the implementation of serval other high technology collaborations of this nature." The ultimate goal of the study is to find new diagnostic and treatment breakthroughs. "Using a high intensity laser, very short pulses of extremely concentrated laser light can be produced," says Dr. Peter McGhee, director of medical physics at the Cancer Centre. "These pulses hold significant prospects for the development of new methods for identifying and treating cancerous tissues. By exposing tissue samples to these laser pulses, specific cancer cells may be identified as being present. This may support the development of new diagnostic procedures." Several cancer specialists working at the Cancer Centre hold faculty appointments at the University and teach both undergraduate and graduate curricula. Additionally, the Supportive Care department at the Cancer Centre holds a close affiliation with the departments of Psychology and Social Work. Photo: Peter Puna Lakehead University- June, 1999 8 �--- - - - - ------- --,-z•••••zMeasuring Graduation, Employment and OSAP Default Rates at Lakehead 97. 1 per cent of Lakehead graduates have jobs two years after graduation University graduates are doing exceptionally well in today's job market according to the results of a recent survey conducted by Ontario universities. Lakehead University's performance indicators compare favourably when measured against the Ontario university average. "Lakehead has demonstrated that it doesn't need to take a back seat to any of the Ontario universities when it comes to employment opportunities for our grads. Lakehead is above the provincial average in placement rates after two years, has a lower OSAP default rate than the provincial average and a graduation rate only marginally below the provincial average. This indicates that Lakehead attracts good students and positions them well in the competitive job marketplace," says Dr. Fred Gilbert, president of Lakehead University. To determine employment rates of recent graduates, Ontario universities conducted a survey of all 1996 graduates of undergraduate degree programs. This compares well against the provincial average rates of 90.8 per cent and 96.7 per cent. EMPLOYMENT RATE 1996 GRADUATES LAKEHEAD last winter through mailed surveys and follow-up telephone contact. Over 25,000 surveys were completed, which represents 54 per cent of the Class of 1996. Graduates were asked about their employment situation six months and two years after graduation. Lakehead University's employment rates for 1996 graduates were found to be 87.0 per cent six months after graduation and ' Graduation rates were calculated by selecting all full -time Year One undergraduate students from Fall 1990 who were seeking either a Bachelor's or First Professional Degree and determining whether or not they graduated within seven years. The subset was matched against the records for students who received a degree from the same institution during the period 1991 -97. The graduation rate for Lakehead University is 70.2 per cent Lakehead University- June, 1999 9 and the rate for all programs at Ontario universities is only marginally higher at 70.8 per cent. The 1998 OSAP (Ontario Student Assistance Program) default rate was also measured. The 1998 default rates reflect the repayment status of both undergraduate and graduate students who received Ontario Student Loans in the 1995-96 academic year and did not receive an Ontario Student Loan in 1996-97, and who subsequently defaulted on their repayment obligations approximately two years after graduation. Lakehead University's 1998 default rate for all programs is 11.5 per cent, slightly lower than 12.3 per cent for all programs at Ontario universities, which is an indication that Lakehead graduates have the ability to pay back their loans because of their employment status. Recently the Claude Garton Herbarium (with the universal herbarium code letters of lkhd) became an educational partner of the Northern Ontario Plant Database project. Later, approximately 50 women took to the streets for a march to "take back the night," while about 15 men took part in the White Ribbon Campaign, geared towards men to end the violence against women. Lakehead University graduate and former varsity hockey player Irmo Marini was honoured at the Fort William Gardens on Saturday January 4, 2003, in a pre-game ceremony during which his No. 7 jersey was officially retired. Marini, now a Professor at the University of Texas-Pan American, suffered a serious injury in 1981 while playing hockey. The accident left him paralysed. Potter is an enthusiastic professor of outdoor leadership who asks himself every day: How can I heighten my students' motivation to learn? This year he was presented with the Distinguished Instructor Award, the most prestigious award given by Lakehead to recognize excellence in teaching. Tom Potter studied at McGill University and completed his PhD at the University of Alberta in 1993. He spent 1O years teaching at the primary, secondary, college and university levels before joining Lakehead in 1994 as a faculty member in the School of Outdoor Recreation, Parks & Tourism. In 1997 he became an Associate Professor. Potter teaches a wide variety of courses and spends over 30 teaching days in the field per year. "In teaching Outdoor Skills and Theory II, it is not unusual for me to place between 60 to 80 students (and staff) in the field in a day, many of whom are engaging in remote activities with a relatively high degree of inherent risk," he says. At a reception and public lecture held in his honour on January 30, Vice-President (Academic) and Provost Dr. Mary Louise Hill congratulated Potter on his achievements and praised him for his consistent record of eliciting strong, positive evaluations from his students. One former student writing in support of Tom Potter's nomination for the Distinguished Instructor Award said: "Dr. Potter is a very gifted and intuitive facilitator, one who is committed to the reciprocal nature of learning alongside and from his students. I sense that his natural. talent has been finetuned through his dedication to diverse student populations along with his dedication to his own personal reflection and growth. Dr. Potter constantly challenges himself and pushes his comfort zone, consistently demonstrating his versatility as an instructor:' The classroom experience is often overlooked, he says, and often we treat our students as vessels to be filled instead of candles to be ignited. Professors need to use a variety of teaching styles (not just the lecture) and they need to embrace risk, he says. 'We need to relax our need for total control in the classroom. Learning is a social process, and I believe we should welcome the unpredictability of humans learning and growing together. We need to be creative and find new ways of reaching students. ''Teaching students well is the raison d'etre of universities. It is the core contract between universities and society. Employee Service Recognition Reception LLOYD AXWORTHY Doctor of Laws First elected to Parliament in 1979, Lloyd Axworthy served as Minister of Employment and Immigration, Minister of Transport, Minister of Human Resources Development, and Minister of Western Economic Diversification. In his Foreign Affairs portfolio, he became internationally known for his advancement of the Ottawa 7i'eaty- a landmark global treaty banning anti-personnel land mines. And for his leadership, he was nominated for the Nobel Peace Prize. Since leaving public life in the fall of 2000, Axworthy has been the recipient of several prestigious awards and honours. Tom Jackson is an actor, director, recording artist, and humanitarian who is widely known for his role in the longrunning CBC series "North of 60." Born on the One Arrow Reserve near Batoche, Saskatchewan, Jackson moved to Winnipeg with his family at age 15, dropped out of school, and for the next seven years lived on the street. In the early 1970s he was invited to sing on a local radio program, which led to a stint as a radio host. By the mid1980s he had moved to Toronto and had carved out a career as a theatre and television actor. Jackson's philanthropic activities include The Huron Carol, a CD and annual concert series where he raises money for Canadian food banks. Jackson devotes about six months of the year to charitable causes - an investment of time he does not begrudge. People think this is a sacrifice, he says. "It's noJ.. Billi Jo Cox says the past six years at Lakehead have been her best. The 2003 Poulin Award recipient is heading into her second year as LUSU Vice-President of Student Issues and has spent a total of four years serving on the LUSU Board of Directors. During that time, she has coordinated scores of events and raised thousands of dollars for Cystic Fibrosis and AIDS research. She says her greatest motivation comes from helping people because it makes her want to push harder and achieve higher goals. Cox's first taste of leadership came during a bout of homesickness in her first year when she organized a mass trip to Toronto for students to visit their families. From there, she went on to become House President and subsequently Chair of Residence Council. Her involvement in the on-campus committee of Students United for Drinking Sensibly (SUDS) lasted for six years and has earned Lakehead national recognition. As well, she has been a National Coordinator of Shinerama, a Residence Programmer, and the creator of a Residence Fall and Spring Festival to alleviate exam stress. 12. Welcome New Faculty and Staff Since joining the Office of Communications four months ago, Tove Tronslien has made visible improvements to the University's main page as well as significant progress in the development of a new template for subsidiary sites. The template is being developed in conjunction with individual departments (Human Resources, Aboriginal Initiatives, English, History, and Communications) and will be rolled out in the coming weeks. "The challenge," she says, "is working with so many people who have so many different ideas and concepts. Tronslien has a masters degree in Computer Science from the University of Technology and Science in Trondheim, Norway, as well as an undergraduate degree in History and Political Science. It is the human interaction with technology that fascinates her. In fact, she did her masters thesis on that very topic using Statoil, a large Norwegian oil company, as a case study. Without people, it is nothing." -- Frances Harding Lakehead U N I YflSITY �2 AGORA ONLINE September 2003 President's Message by Fred Gilbert President, Lakehead University Another academic year is under way at Lakehead University, and we welcome new students, faculty and staff to the University. The Advanced Technology and Academic Centre (ATAC) is open, the new residences complete and, we have fully accommodated our Double Cohort demand with some room to spare for next year. A summer of negotiation has resulted in a tentative agreement with the Faculty Association, and all parties are to be commended for what have proven to be constructive and fruitful discussions. The deal is as fair and equitable as possible given the University's current fiscal situation that, while improving, is still very vulnerable. Ratification by members and Board of Governors' approval are still required, and hopefully that will occur by the end of the month. Construction of the Northern Ontario Medical School (NOMS) Phase I - sixth floor of ATAC, should be complete early next year. A three-storey building between the School of Nursing and ATAC will follow, with construction beginning next spring. Staffing at NOMS West is growing substantially and is occupying space at the Northwestern Ontario Technology Centre as well as in the Braun Building. Work on the curriculum and other steps toward accreditation are progressing well. The new NOMS Board will meet at Lakehead University for its inaugural meeting next month. Congratulations to Dr. Roger Mitchell of the Geology Department on receiving the Willett G. Miller Medal for geology. According to the Maclean's annual University Ranking Issue 2003, we take first spot for "Value-Added" and retain our 17th spot in the Primarily Undergraduate University category. "Value-Added" measures the entering average of students and the proportion of students entering with averages of 75 percent or higher, two measures of student achievement: the proportion who graduate and the number of students receiving national awards plus one measure of student satisfaction: the percentage of first year students who return in the second year. Our continued leadership in the "Value-Added" category helps demonstrate that Lakehead University sees and treats its students as individuals - not as numbers. Surveys of undergraduate students at Lakehead show that 9 out of 1Oare satisfied or very satisfied with the quality of their education at the University, and they indicate a higher than average level of satisfaction with the average size of classes; library facilities; study space; and personal counselling services. Not only that, but at 97%, Lakehead is above the Ontario university average of graduates employed two years after leaving the University-an indication that Lakehead attracts good students and positions them well in the competitive job market. Employers understand the quality of education we provide our students, and we can take pride in knowing that our daily efforts are being recognized where they matter most for the graduates. Our Fall 2003 Awareness Campaign emphasizes these points. Lakehead's fall advertising blitz takes off this month with a Maclean's ad as well as transit ads appearing in over 1500 buses and subway cars in the Greater Toronto Area. The campaign reflects our new visual identity and is part of a long-term strategy that anchors other advertising, marketing, and publicity activities being undertaken locally and regionally by the University. And she is, most definitely, a busy den mother. Birkholz was appointed as Lakehead's Vice Provost for Student Affairs in early October. Over the past month, she has embarked upon her career at Lakehead with zest. She has set the challenge in motion by overseeing the ten divisions of Student Affairs, working with managers to familiarize herself with Lakehead's operations, and sitting on a number of official committees within the University community. She is also directly involved in making sure that University policies and campus life have effective and efficient impacts on students. Birkholz comes to us from the University of Minnesota at Rochester. She has 23 years experience in higher education administration within both academic and student affairs. Bom and raised in Wisconsin, she holds a Bachelor of Arts in psychology from the University of Wiscons_in (Madison), a Masters degree in College Student Personnel Work from the Minnesota State University at Mankato, and a PhD from the University of Nebraska {Lincoln) in Community and Human Resources. "We help students make good, Informed decisions In all areas of their university life." Here at Lakehead, she has jumped in feet first. Birkholz sees Lakehead's Student Affairs department as an advocate for individual students as well as for the student body as a whole. Primarily, Student Affairs uses a student-centred approach to help students develop into well-rounded individuals who will make positive contributions to society. Lakehead's Student Affairs looks at how University policies and University life impact students; the department then determines how best to accommodate student requirements through programs and services. Most immediately, Birkholz is working with Student Affairs to meet the needs of the double cohort. The department is taking a proactive approach to deal with enrollment growth, to efficiently and effectively support existing students as well as a whole year of students who are entering the university system earlier than in the past. Though it is still too early to tell what kind of impact the double cohort will have on students, Student Affairs is keeping its eye on residence, campus, and academic life and is ready to respond to changes in students' needs. A number of students who are entering the system now as a result of the double cohort are learning to adjust to life at Lakehead. In addition to campus life and rigorous academic requirements, students entering the system are making decisions they hadn't encountered in their life before university. Student Affairs offers students valuable tools to help them succeed. "We help students make good, informed decisions," says Birkholz, •in all areas of their university life." Birkholz is also working with Student Affairs to address longer-term issues. According to Birkholz, •student Affairs will put together a Student Services Plan to guide the growth and development of the Student Affairs department in the university community. This planning process will help us understand our students' needs more fully and help us direct the growth of our departments." Birkholz is pleased to be a part of Lakehead University; she has already noticed that ihe University plays a significant role in the Thunder Bay community at large." We certainly have been dealing with change in terms of growth. Both full-time and part-time enrolments have increased dramatically, and we project that next year's student numbers will be at an historic high. We face many issues in responding to growth, particularly in the area of space (facilities). ATAC has helped, though it really only meets the needs of the campus prior to additional demands placed on us by the double cohort. Therefore, we will continue to look at ways of generating more facilities to accommodate students, faculty, and research needs. Strategic planning is well under way. In September 2003, we began the process with an in-depth analysis of our current state. We looked into our strengths, weaknesses, opportunities and threats for the future. Seven task forces are currently working on the directions that came out of the analysis. We anticipate the coming year to be exciting and full of opportunities. After engaging in community dialogues, we expect to formulate a draft Strategic Plan by early February, followed by presentation to the community and then the Board of Governors and Senate for approval in April 2004. Update on ATAC The Centre has significantly increased the University's capabilities-especially in distributed learning, so much so that proposals from other areas of the University are coming in to update other teaching venues to ATAC's level. Fundraising continues: to date, n% of the $44 million total project cost has been secured. We have had continued success in fundraising efforts, and it is anticipated that at least half of the remaining funding will be secured before the grand celebration on May 13, 2004. Northern Ontario Medical School The first board meeting was held in Sudbury on December 2, 2003. The board is made up of 35 women and men representing cultural, geographic, and community interests across Northern Ontario. Though producing an effective mechanism from such a large group will be a challenge, the commitment and energy of those involved bode well for its success. Policy and fiduciary responsibilities sit with the board; academic responsibilities for NOMS ultimately rest with the Senates of the two universities. Financially, NOMS is an independent unit, set up as a private corporation, with the two universities acting as the corporate members ("shareholders"). The 6th floor of ATAC will house the administrative arm of NOMS and will be ready near March 2004. In addition, the 3-storey building to be built on campus will be ready by the fall of 2005. Budget This year, we've met the budget enrolment target of 5800 full-time students. We have almost 7500 students on campus. We are basing the 2004/05 budget on an enrolment target of 6250 full-time students. We expect to provide a balanced budget, with revenues based on the enrolment target and cost-effective expenditures. We must eliminate the accumulated debt of $4. 7 million in the next three budgets. To accommodate growing needs, there will be an increase of up to 25 full-time faculty in addition to replacements for retirements. Also there will be an increase of up to 10 new staff positions. We foresee several challenges for future budgets: eliminating the debt by 2006/07; dealing with government funding; an increase in utility rates; addressing a major pension shortfall in the retirement fund; allocating funds for deferred maintenance; and enhancing safety measures on campus. Looking back on 2003, we have had a very good year, with the prospect that the University's fortunes will continue to improve. We are an institution that is indeed changing and growing, so while it is understandable that we will continue to face challenges in the future, they will be related to the costs of expansion, uncertain funding, and debt elimination. It is conceivable that our head count will be sustainable in the range of 9,000 to 10,000 students. The new Strategic Plan should provide effective guidance for the future. Lakehead's Dr. Heidi Schraft is part of a network of researchers across Canada-a team intent on establishing interdisciplinary collaborations aimed at advancing the science behind food. Dr. Heidi Schraft was appointed Lakehead University Canada Research Chair in Molecular Food Microbiology in June 2002. She is now well into her work at Lakehead, conducting interdisciplinary research aimed at improving our basic understanding of the mechanisms involved in persistence and growth of pathogens in food and food production environments. Schraft's work is centred on molecular microbiology work; she concentrates on the study of biofilms-which are composed of bacteria that attach to a solid surface and surround themselves with a slimy protective layer-and their impact on food safety. □ 12. Their task is daunting. Besides making themselves familiar with the day-to-day tasks of the Registrar's Office, they are in the midst of dealing with many other changes as well. On top of being the new Registrar's team, they answer to a newly appointed Vice-Provost of Student Affairs, and are being looked upon by the University community to transform the workings of the Office. So far they have been riding a learning curve. Tim has a few years of "Lakehead experience" which makes the job a little easier. However, they both have large shoes to fill, picking up where Lakehead's former duo in the Registrar's Office, Pentti Paularinne and Brenda Nelson, left off. "Pentti and Brenda were virtually institutions here, carrying decades of experience with them," says Dr. Shaw. Dr. Shaw holds an HBA (French/English) from the University of Manitoba, MA (Classics) and PhD (Classics) from the University of British Columbia. His studies in Classics were interrupted for a short time with a sojourn into law; Dr. Shaw also holds a Bachelor of Laws degree from UBC. His passion for Classics prevailed and he went on to teach at Augustana University College from 1992 to 2000. In June 2000 he transferred to the Registrar's Office at Augustana and in August 2003 made the move to Lakehead. "Our first goal is to reduce the level of the great ocean of paper that we find ourselves wading through." Tim Macinnes holds HBSc and HBComm degrees from Dalhousie University. He came to Lakehead in 1999 from Mount St. Vincent University, bringing extensive expertise in administrative database system and systems management - both of which are ideal for the task of maintaining records. His strengths in systems management were needed when Lakehead converted to a new method of records maintenance. Together Millo Shaw and Tim Macinnes form an impressive team. The primary function of the Registrar's Office is to maintain and preserve student records as well as to maintain objectivity and fairness of academic records. Their key challenge is to move many of the Registrar's processes online. Combined, their talents are well suited to making this happen. The team is being looked upon to implement some big changes; there are high expectations of the team from outside the Registrar's Office. "The University environment right now is one that is focused on change. We are all very goal-oriented, beginning with a proactive President who sets short-term goals to get things done, but who also has a vision of what he wants to accomplish long-term.
