aturday, May 27, 2006 marks Lakehead
University's forty-second convocation for the
conferring of degrees and diplomas. The word
"convocation" means "calling together". It is a
ceremonial meeting of the entire university
community. On Convocation Day university members
and their guests wear special attire based on a
tradition that dates back as long as seven centuries
ago. The academic costume, also referred to as
academic "dress" or "regalia", had its origins in the
ancient European universities. The regalia was
devised to distinguish academic persons such as
doctors, licentiates, masters and bachelors. In the
middle ages they were worn as everyday attire.
Gowns were a necessity because of unheated
buildings and hoods were needed to cover the heads
of medieval scholars.
There are many variations of academic dress. The
hood, gown and in some cases the special hat
(mortarboard) worn by an individual are determined
by the style of the university where he or she received
a degree. The colourful gowns and hoods of
universities from across Canada, the United States,
the United Kingdom and several other nations of the
world are worn here today.
The academic dress chosen by Lakehead University is
fashioned after that of the University of Oxford, the
oldest English-speaking university in the world. The
robes worn by the officers of the university - the
Chancellor, who presides at convocation, the
President (who is also the Vice-Chancellor) and the
Chair of the Board of Governors - are all of the
Oxford cut and trim. Each has its own distinctive
colour. The colourful gowns worn by the individuals
who are receiving honorary degrees are of the same
design as are the black gowns worn by the student
candidates. The ritual at convocation reflects the
medieval custom that anyone in a university could
wear a gown, but a hood was the symbol of a
degree. Students who have met the university's
academic requirements (three, four, five, six or seven
years of study in particular subjects) wear the symbol
of their status as holders of a Lakehead University
degree. Lakehead University's bachelor's and
master's degree hoods are distinguished by a one or
two inch colour border which indicates the degree

acquired e.g. white for Arts, drab for Commerce,
blue for Education, burgundy for Nursing, etc.
Lakehead's first PhD degree was conferred in
1998.
In addition to "earned" degrees, the university
confers "honorary" degrees which symbolize the
highest honour that can be conferred on an
individual by the university. An honorary degree
may be awarded in recognition of scholarly or
creative achievements or distinguished public
service to the country or region. They go to
individuals who have been designated by the
University's Senate, its senior academic governing
body, as deserving special honour. At convocation
the degree is awarded honoris causa, or "for the
sake of honour". A hood is also given to the
recipient and it may be worn to any academic
affair. Recipients of these degrees become
honorary alumni of the University and they may
affix, after their names, the abbreviation of the
degree. Two honorary degrees, the Doctor of
Laws and the Doctor of Science, will be conferred
in today's ceremonies.
The Board of Governors of the university also
recognizes individuals who have contributed to the
growth, development, welfare and well-being of
Northwestern Ontario and of Lakehead University.
This is done by the conferring of the title Fellow of
the University. You will recognize university Fellows
by their familiar blue gown with white velvet
epitoge or scarf.
During the processional and the recessional the
Marshal for convocation carries the Mace, a silver
wand which is a traditional symbol of the
university's authority. This mace was given to the
university by the Alumni Association in 1971 . It
bears the university's motto Ad augusta per angusta,
Achievement through Effort.
Today the university community celebrates its fortysecond convocation. Its members dress in clothes
which are symbolic, not functional, and go
through a centuries old ritual for the conferment of
degrees and diplomas. We thank you for being
present to share this special event with us.

An emp~oyee of St. J~seph's Ca_re Gro~p for over 20 ~e~rs, lakehead University Alumna Tracy Buckler became
the Pres1d~nt an_d Chief Ex~cutIve Officer of the mult1-s1te healthcare organization in 2006. As leader of
a c_orporat1on with app~ox,mately 1 700 people and an operating budget of $115 M, Tracy carries on the
phil~sophy of compassionate care, which has been the tradition of the Sisters of St. Joseph of Sault Ste.
~ane since 1884. Tracy Buckler is a leader with style and sawy who showcases her enthusiasm for life with a
big, no-holds-barred laugh.

Professor Paul Weiler is a leading legal scholar and policy advisor in Canada and the United States. He spent
his first few years in Geraldton before the family moved to Fort William, where Paul attended St. Martin's
elementary school and St. Patrick's high school. He is the eldest son of the late Marcella and G. Bernard
Weiler QC. (His father served as Chancellor of Lakehead University from 1987 tol 991.)
Paul was completing a Masters degree in Philosophy at the University of Toronto when Bora Laskin (a family
friend from Thunder Bay) convinced him to change course and go to law school. While attending Osgoode
Hall Law School, Paul had his first taste of legal work, working summers for his father and uncle at the Weiler
and Weiler law firm in Fort William. He received his LLB. in 1964 and then, once again on the advice of Bora
Laskin, he went to Harvard, earning his LL.M. in 1965.

Tracy w~s born in Scotland and raised in Wawa, Ontario. She came to Thunder Bay in 1985 soon after
graduatin~ from Sault College with a Diploma in Nursing. She was hired by St. Joseph's General Hospital.
Tracy continued to work and furt~ered _her stu?ies at Lake~ead University as a mature student that ultimately
led to ~er Post-_RN Bach~lor o! Science in Nursing degree in 1999. This balance between work, family and
education required multi-tasking, a skill that has helped in her journey.

From 1965 to 1973, Professor Weiler taught at Osgoode Hall and practised as a labour arbitrator. He served
as Chair of the British Columbia Labour Relations Board from 1973 to 1978, creating the progressive B.C.
labour Relations Code, which continues to influence labour law and policy across Canada. In 1979, he
returned to Harvard to teach.

S~e was enco~raged and mentored on the job by both Sister Bonnie Maclellan, (former Assistant Executive
Director - Patient Services) and Carl White (former President), who saw potential in Tracy.

At the request of the Ontario government, Professor Weiler conducted a comprehensive review of Ontario's
Workers' Compensation system, leading to the creation of the independent Workers' Compensation Appeals
Tribunal in 1985.

h_ Stud~es - lea~ership (MHS) degree from Athabasca University in 2003
and 1s currently completing a Cert1f1cate m Catholic Leadership from the University of Toronto (St. Michael's
College).

1n 1993, he was appointed by U.S. President Bill Clinton as Chief Counsel to the Dunlop Commission on the
Future of Worker-Management Relations. For more than two decades he was the Impartial Umpire for the
AFL-CIO.

Tracy believes that there is tremendous opportunity in health care today and advises graduates to make sure
they l?ve what they do. If yo~ are working wit~ clients, residents, or patients you have to like people_ it's
that simple. She found her time on the front-hne of healthcare delivery a satisfying privilege.

Professor Weiler has been described by the Financial Post as "the foremost labour law scholar in North
America."
He has also had a major influence in Canadian constitutional law. In the early 1980s he was instrumental in
developing the Notwithstanding Clause as part of the new Canadian Charter of Rights and Freedoms, thus
helping to bring about the compromise that led to The Constitution Act, 1982.
In addition, Professor Weiler has done extensive "."'ork in the study of personal injury, tort and medical
malpractice reform, as well as sports and entertainment law. He has written seventeen books on a variety of
subjects and is currently the Henry J. Friendly Professor of Law at Harvard.

for this com~urnty. From her office window she has a glimpse of Lake Superior. The view of the lake is a
constant reminder of how fortunate she is to be where she is and how proud she and her family are to call
Thunder Bay home.

Forest Ecologist

Financial Consultant

A leading authority on sustainable forest management, Jerry Franklin has been called " the father
of new forestry." His extensive research has led to a shift in logging practices from conventional
clear-cutting to a new strategy where logs, wood debris and some standing dead and live trees
are left behind.
He received his bachelor's and master's degrees in forest management from Oregon State
University and a Ph.D. in botany from Washington State University in 1966.
After years of experience as a researcher for the United States Department of Agriculture's Forest
Service, Dr. Franklin began teaching forestry, first at Oregon State University and, since 1986, at
the University of Washington.
In 1993, he was appointed program director of the Wind River Canopy Crane Research Facility
in Washington State. He oversaw the installation of a 250-foot crane that can carry scientists
throughout an old-growth forest to observe budding, branching and photosynthesis.
In addition to teaching and research, Dr. Franklin has served on the boards of the Ecological
Society of America, the National Institute for Global Environmental Change, the Nature
Conservancy and the Wilderness Society. He has worked on scientific policy analyses for United
States federal and state governments and for the province of British Columbia. He played a major
role in the Northwest Forest Plan, which resolved the controversy over spotted owls and timber
jobs in 24 million acres of federal lands.
Dr. Franklin has been recognized for his contributions to science and conservation by the
Society of American Foresters, the U.S. Department of Agriculture, the Wilderness Society, the
Society for Conservation Biology and the George Wright Society. He holds an honorary degree
from Simon Fraser University.
In 2004, Dr. jerry Franklin received the Heinz Foundation Award for the Environment. In
accepting the award, he noted that there are many new threats to forests and wilderness lands,
including climate change, the globalization of the wood products industry, and exotic pests and
pathogens that have been introduced.
He is currently Professor of Ecosystem Analysis in the College of Forest Resources at the University
of Washington in Seattle. His research into maintaining forest biodiversity is documented in
nearly 300 publications.

Born and raised in Thunder Bay, Herpreet lamba chose Lakehead University for his postsecondary education and graduated with an H.B.Sc. in Mathematics in 1998.
Shortly after graduation, Herpreet joined Investors Group Inc. as a consultant. Investors Group
is a leading Canadian financial services company, providing financial planning advice and a
wide range of products such as Registered Retirement Savings Plans, Registered Retirement
Income Funds, Deferred Profit Sharing Plans, life and d isability insurance, Guaranteed Investment
Certificates and mortgages. Herpreet rose quickly to become the youngest Division Director in
the country, and has built a reputation in t he company for hard work, integrity and mentoring of
new consultants.
In the eight years since his graduation, Herpreet has also demonstrated a deep desire to serve
his community. He is an active volunteer, often spearheading Investors Group's involvement in
charity fundraisers for a broad range of organizations, including lakehead University and the
United Way. A recent initiative of Herpreet's was to make charitable donations to the Thunder Bay
Regional Cancer Centre in his clients' names as unique Christmas gifts.
Herpreet is a member of the Port Arthur Rotary Club and has been responsible for the Rotary
Outbound Student Exchange Program. He received the club's 2003-2004 Rotarian of the Year
Award for "Service above self."
Herpreet also believes in building bridges between his family's cultural heritage and the Canadian
mainstream. His recent marriage to Nevada Ward included both a Roman Catholic service and a
traditional Sikh ceremony, believed to be the first Sikh wedding in Thunder Bay in at least forty
years. Three Sikh priests from Winnipeg performed the ritual, which included the groom arriving
on horseback, and the exchange of garlands between the famil ies of the bride and groom.
Herpreet says his education at lakehead University has been instrumental to his success. He is
enthusiastic about Thunder Bay's future and looks forward to raising a family here. As his career
moves ahead, Herpreet continues to share his successes and coaches others starting out.

Lakehead is a comprehensive university with a

Thunder Bay, Ontario, and a LEED• campus in
Orillia, Ontario, Lakehead is also home to the west
campus of the Northern Ontario School of Medicine.

In 2006, Lakehead University launched a campus in downtown Orillia,
135 km north of Toronto. Four years later, Lakehead celebrated the
opening of its new Academic Building at 500 University Avenue in
Orillia, designed and built to Leadership in Energy and Environmental
Design (LEED•) standards. In the fall of 2011, two more LEED•
buildings were added to the campus - a 271-bed Residence and a
Cafeteria/Bookstore complex.

The Power of Sport
Through Reach Up! - a Northern Community Sports and Leadership program,
Lakehead varsity athletes are spending time in northern Ontario communities
to share their knowledge and experiences with Aboriginal youth. "We hope that
this initiative will inspire our youth to partake in a more active lifestyle, build
relationships with mentors, and continue to pursue education and learning
opportunities," says Tom Morris, president and CEO of Wasaya Airways.

Steven Flank's honours undergraduate thesis in geology was completed
with the support of HTX Minerals Corp., and recognized for
excellence by the Geological Association of Canada in 2011. "Not only
is Steve's thesis well-researched and thorough," says his professor Peter
Hollings, "it is an example of the collaborative relationship Lakehead
University encourages between its students and the growing mining
industry in Northwestern Ontario."

Aboriginal Students
Lakehead has a diverse student population with one of the highest enrolments of Aboriginal ( 11 %) and firstgeneration students among universities in Canada, when measured as a percentage of total enrolment. Lakehead
is committed to helping Aboriginal students realize their educational aspirations by providing a welcoming
environment and extensive cultural support services. This commitment is also reflected in the number of
Aboriginal faculty, staff, and elders-in-residence as well as Aboriginal research initiatives and offerings such as
Indigenous Learning, the Native Nurses Entry Program, and the Native Access Program.

Distinguished Researcher

International Students

Distinguished Researcher and Sociology Professor
Chris Southcott has been involved in communitybased research for more than 25 years. He is
currently leading a major SSHRC-funded research
initiative investigating how to foster sustainable
communities, cultures, and environments in the
Arctic. "The potential exists for finding new
ways to develop resources and build capacity in
northern communities," explains Southcott.

Collaborative Research and Development
Professor Ellie Prepas, a Canada Research Chair in Sustainable Water
Management and the Boreal Forest at Lakehead University, received
a $1.4 million NSERC research grant for her FORWARD III
research in responsible forest management and resource extraction.
Innovative research like this is accelerating Lakehead's drive to
become one of Canada's top 25 research-intensive universities.
"FORWARD III will harness the potential of young scientists
to develop and advance practical approaches and new discoveries
regarding the complex environmental issues confronting resource
extractive industries and society in general," says Prepas .
